Hanoi urgently reviews old land price list, prepares to build new land price list

Recently, the Ministry of Natural Resources and Environment (MONRE) coordinated with the Hanoi People's Committee to organize an online training conference on the Land Law 2024, the Price Law 2023 and the Government 's Decree detailing and guiding the implementation of the Law.

Within the framework of the event, Deputy Minister of Natural Resources and Environment Le Minh Ngan requested city leaders to urgently review the land price list issued under the 2013 Land Law to adjust it to suit the actual situation in the locality.

At the same time, the Ministry also requested the city to prepare the necessary conditions for the construction of the price list according to the Land Law 2024. In particular, the city needs to focus on analyzing and assessing the impact, have a suitable roadmap, and organize to collect opinions from relevant units, organizations and individuals to ensure consensus and limit negative reactions and lack of consensus in society.

In addition, Hanoi needs to prepare conditions in terms of human resources, funding, database construction, issuance of economic and technical norms, product unit prices... to effectively implement the 2024 Land Law in the locality. With land auction activities, information related to planning, land price adjustment, and deposit-abandoning subjects need to be publicly announced to limit the situation of taking advantage for profiteering, "inflating" prices, causing disruption to the real estate market...

According to the assessment of Deputy Minister of Natural Resources and Environment Le Minh Ngan, Hanoi is one of the localities proactively and actively implementing the 2024 Land Law in developing legal documents under its authority.

To implement the law and guiding documents in the coming time, Hanoi needs to continue to urgently and strictly implement the Prime Minister's telegrams and instructions; focus on directing the full promulgation of assigned contents detailed in the 2024 Land Law and the decree detailing the implementation of the law to ensure a synchronous legal system, avoiding problems due to slow promulgation of detailed documents, creating legal gaps.
