The Standing Deputy Head of the Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of the city is Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen. The Hanoi City Steering Committee for Natural Disaster Prevention and Control and Search and Rescue is responsible for advising the City People's Committee on comprehensively commanding and operating activities for prevention, response, overcoming consequences of incidents, natural disasters, and search and rescue in the city. The Steering Committee has a seal and is funded from the city budget (through the Department of Irrigation and Natural Disaster Prevention and Control) for its operations.

The Hanoi Department of Agriculture and Environment is the standing agency for natural disaster prevention and control; the Hanoi Capital Command is the standing agency for search and rescue of the City's Natural Disaster Prevention and Control and Search and Rescue Command.

The Office of the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of Hanoi City (the Department of Irrigation and Natural Disaster Prevention and Control is the agency performing the office duties) is responsible for coordinating with professional agencies at all levels and sectors; advising and synthesizing to help the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of the city direct and organize the comprehensive implementation of natural disaster prevention and control and search and rescue work in the city. The Chief of Office is the Head of the Department of Irrigation and Natural Disaster Prevention and Control; the Deputy Chief of Office is the Deputy Heads of the Department of Irrigation and Natural Disaster Prevention and Control; the members of the Office are decided by the Head of the Committee to mobilize officers from the Department of Agriculture and Environment, the Capital High Command and related agencies and units to participate.
