Hanoi determined to complete 100% disbursement of public investment capital by 2025

On October 23, Chairman of Hanoi People's Committee Tran Sy Thanh chaired the conference on basic construction investment work of the whole city in the fourth quarter of 2025.

According to the report of the Director of the Department of Finance Nguyen Xuan Luu, the total public investment capital plan for 2025 assigned by the Central Government to Hanoi is more than 87,693 billion VND, of which the Central budget capital accounts for 12,900 billion VND. After adjustment, the City's updated plan is 107,134 billion VND, 19,441 billion VND higher than the level assigned by the Prime Minister.

As of October 20, the disbursement rate was only 44,428 billion VND, equivalent to 51% of the plan assigned by the Central Government and 41.5% of the plan assigned by the City. It is expected that by October 31, the disbursement rate will reach 55.6%. With this result, Hanoi ranked 18th out of 34 provinces and cities in terms of progress but ranked 2nd in the country in terms of absolute value, after Ho Chi Minh City.

According to the Department of Finance, the pressure to disburse in the last two months of 2025 is very large. The city needs to complete an additional VND43,000 billion to reach 100% of the capital plan assigned by the Central Government and more than VND62,700 billion to complete the plan allocated by the City.

The main reason for the slow disbursement is due to problems in compensation and site clearance, with 358 projects facing difficulties; along with increased material prices, and the lengthy process of project appraisal and adjustment.

Representatives of the 5 City Project Management Boards pointed out many difficulties, in which the Traffic Construction Management Board still has to disburse 14,185 billion VND, civil works 3,160 billion VND, technical infrastructure and agricultural works 1,725 ​​billion VND. However, the units are committed to completing 100% of the plan for the year.

At the grassroots level, Vice Chairman of Dong Anh District People's Committee Nguyen Cong Phuoc suggested that the City should soon decentralize the acceptance and handover of projects to shorten the final settlement. Chairman of Tay Tuu Ward People's Committee Vu Duy Hung said that the locality is mobilizing the entire political system to speed up progress and strive to complete the annual target.

Director of the Department of Agriculture and Environment Nguyen Xuan Dai, whose disbursement rate is only 7.7%, stated the reasons and proposed a roadmap for handling the 6 slow-progressing projects. Director of the Department of Planning and Architecture Nguyen Trong Ky Anh said the Department has established 4 working groups to support 126 communes and wards in project appraisal and approval. Deputy Director of the Public Administration Service Center Hoang Van Bang affirmed that they are speeding up the processing of procedures to ensure smooth disbursement records.

Concluding the conference, Chairman of the City People's Committee Tran Sy Thanh acknowledged the efforts of the units, especially the Department of Finance, in advising and proposing solutions to speed up disbursement progress.

The City Chairman launched a 75-day peak emulation campaign, from early November 2025 to mid-January 2026, mobilizing the entire political system to "join in synchronously and act decisively", striving to complete 100% of the 2025 disbursement plan. Each department, branch, commune and ward must consider this a key political task, a measure of the capacity and sense of responsibility of the leader. The City will promptly reward collectives and individuals who have completed excellently, and at the same time review and strictly handle units that are slow or allow violations to occur.

Chairman Tran Sy Thanh requested flexible and proactive capital management, ensuring stability not only for 2025 but also creating a solid foundation for the 2026-2030 period. Key projects such as Ring Road 4 - Capital Region, National Highway 6, National Highway 21, Yen Nghia Pumping Station need to focus on removing obstacles, speeding up progress and mobilizing people to hand over the site.

The city has deployed eight key groups of solutions, including: making detailed weekly disbursement plans; thoroughly handling existing problems in site clearance; adjusting flexible capital plans; promoting digital transformation; increasing administrative discipline; improving coordination efficiency; preparing early the 2026 capital plan; and linking the responsibility of the head to disbursement results.

The Chairman of the City People's Committee called on the entire political system to promote the highest sense of responsibility, coordinate closely, and take drastic actions to complete 100% of the public investment disbursement plan in 2025, creating a driving force to promote socio-economic growth and firmly prepare for the new development stage.
