Hanoi: Strengthening coordination and propaganda in site clearance for key projects

Before starting work, the Propaganda and Mass Mobilization Department of the City Party Committee went to residential area No. 5, Yen Phu ward, Tay Ho district, one of the areas with the Tu Lien bridge construction project, to directly listen to the thoughts and aspirations of households subject to site clearance.

According to the report, Tay Ho district is implementing 56 construction investment projects, involving 4,942 cases of site clearance, with total compensation and support costs (according to the estimate) of more than VND 8,772 billion. Long Bien district is implementing 39 projects, involving 4,731 cases of site clearance, 451 resettled households, with a total recovered land area of 238.2 hectares, and total compensation and support costs (according to the estimate) of VND 5,368.5 billion. Dong Anh district is implementing 370 projects, with a total investment of more than VND 105,411 billion. Of which, there are 9 key projects.

According to the assessment of localities, the site clearance of the projects was carried out in accordance with the correct procedures, regulations and strictly implemented Directive No. 36-CT/TU of the City Party Committee. Relevant agencies and local authorities where the land was recovered held public meetings to publicize the legal documents of the projects; organized to collect public opinions, survey, investigate; make plans; submit plans for approval and pay compensation and support... according to regulations.

However, in the process of site clearance in some areas, especially related to residential land and agricultural land, difficulties and problems often arise due to the lack of consensus from some households on mechanisms and policies.

At the conference, representatives of leaders of districts, departments, branches and press agencies exchanged and discussed the situation and results of coordination in implementing propaganda and mobilization work for site clearance of key projects in Tay Ho, Long Bien and Dong Anh.

Concluding the conference, Head of the Propaganda and Mass Mobilization Department of the City Party Committee Nguyen Doan Toan said that the propaganda and mobilization work for site clearance at key projects in the coming time will contribute to creating consensus among the people and speeding up the progress of project implementation.

This is the content that the city has identified as one of the key tasks, of great significance in order to synchronously develop the transport infrastructure system, create a connecting space, develop the economy with a growth target of 8% or more in 2025, thereby improving the material and spiritual life of the people of the capital.

According to the Head of the Propaganda and Mass Mobilization Department of the City Party Committee, the issuance and direction of the implementation of Directive No. 36-CT/TU, dated November 28, 2024 "On promoting mass mobilization work in planning; compensation, support and resettlement when the State acquires land in Hanoi" has shown the special attention of the City Party Committee to this work.

Emphasizing that the Tu Lien bridge construction investment project is large-scale and complex, involving the clearance of a large area of residential land, a large number of households to be resettled, and related to religious works in Long Bien district and a part of the cemetery area in Dong Anh district, Mr. Nguyen Doan Toan suggested that the entire political system of localities need to have synchronous participation to create consensus and unanimity among the people.

In order to effectively coordinate propaganda and mobilization for site clearance for key projects in Tay Ho, Long Bien, Dong Anh, especially the Tu Lien bridge project, Head of the Propaganda and Mass Mobilization Department of the City Party Committee Nguyen Doan Toan requested localities, agencies and units to strengthen leadership, direction, mobilization, promote the combined strength of the entire political system and the role of grassroots cadres, and increase direct dialogue with the people. In particular, continue to propagate and mobilize the people, create consensus, ensure necessary conditions to organize the groundbreaking ceremony of the Tu Lien bridge project on schedule, and complete site clearance in 2026.

The Head of the City Party Committee's Propaganda and Mass Mobilization Department also requested relevant departments, branches and sectors to actively coordinate, guide and promptly remove difficulties and obstacles for districts and towns during the implementation process.

At the conference, Deputy Head of the Propaganda and Mass Mobilization Department of the City Party Committee Nguyen Huy Cuong presented the Plan to launch an emulation movement to coordinate propaganda and mobilization for site clearance for key projects in Tay Ho, Long Bien and Dong Anh districts.

Representatives of the city's press agencies and the Heads of the Propaganda and Mass Mobilization Departments of the Tay Ho, Long Bien, and Dong Anh district Party Committees signed a competition agreement on propaganda and mobilization work for site clearance of key projects in the three localities.
