On September 16, the People's Committee of Hoan Kiem Ward held a conference to announce the land acquisition plan and disseminate the State's regulations on compensation, support and resettlement. This is the starting step for Project 1: Compensation, support, resettlement and site clearance, under the Investment Project to build a square - park in the TOD area east of Hoan Kiem Lake.
According to the plan, the project has a research scale of about 2.14 hectares, stretching from Dinh Tien Hoang Street to Ly Thai To Street, bordering Tran Nguyen Han Street to the south and the existing residential area to the north.

The main objective is to clear the land, organize compensation and resettlement, and at the same time form a square connected to the green area east of Hoan Kiem Lake. This will be a public space serving art activities, exhibitions and cultural events, and at the same time create a highlight for the urban landscape.
The square and park are oriented to be synchronously connected to the public transport network, especially station C9 of urban railway line No. 2 (Nam Thang Long - Tran Hung Dao). This will increase accessibility by public transport and contribute to reducing pressure on personal traffic in the central area.
The project is divided into two phases: In phase 1, Hoan Kiem ward will carry out compensation, support and resettlement for 59 land users. At the same time, technical infrastructure planning will be carried out with items such as paving, planting trees, arranging parking lots, lighting, wifi network and security cameras. Phase 2 focuses on developing underground space in the square area, with plans to build about three basements. This area will be directly connected to station C9, and at the same time oriented to multi-functional development including culture, services, commerce combined with urban infrastructure.
The noteworthy point in the above 2 phases is that valuable architectural works such as the building of the Hanoi Department of Culture and Sports and the Institute of Literature will be retained and renovated. Construction works in the electricity sector will be considered and handled in the next phase.

According to the People's Committee of Hoan Kiem Ward, Phase 1 will complete compensation procedures, resettlement support and start construction before October 10, 2025. Phase 2 will continue to be researched, consulted with experts and management agencies, ensuring compliance with the general planning and development orientation of Hanoi city.
At the conference, a number of representatives of land users on Dinh Tien Hoang Street expressed their opinions. Most of them expressed their agreement with the project's policy, and at the same time recommended that compensation and support policies should ensure the harmony of interests between the State and the people.
The representative of the People's Committee of Hoan Kiem Ward affirmed that this was the first public meeting for the authorities to introduce policies and legal documents to households. In the coming time, there will be many more direct meetings to answer questions from each household. Compensation, support and resettlement policies will be implemented in accordance with legal regulations, ensuring fairness and reasonableness.
Due to the special nature of the project, the Hanoi People's Committee has approved the arrangement for eligible households to receive compensation for land in plots serving the resettlement of the Old Quarter in the Viet Hung New Urban Area, Viet Hung Ward, or in plot 5.B1-CT, Dong Anh Commune.
