Hanoi: Considering many contents to concretize the Law on the Capital

(PLVN) - The Standing Committee of the Hanoi People's Council has just announced the time and content of the June 2025 thematic session and the mid-year 2025 regular session of the 16th term People's Council, term 2021-2026.

Accordingly, the June 2025 thematic session (24th Session) is expected to be held in 1 day; reviewing 12 contents, many of which aim to create a legal basis for implementing 2-level local government.

Specifically, the session will review the 2024 budget settlement report; adjust the 2025 budget estimate according to the 2-level local government model; adjust the 5-year medium-term public investment plan 2021-2025 and the 2025 public investment plan according to the 2-level local government model.

The session will also consider the Resolution amending and supplementing Resolution 22/2022/NQ-HDND dated December 8, 2022 of the City People's Council on decentralization of revenue sources and expenditure tasks among budget levels; Hanoi City budget allocation norms and the percentage of revenue sharing among budget levels for the 2023-2025 period when implementing the 2-level local government model.

In addition, at this session, the Hanoi People's Council also reviewed the 2024 State financial report; approved the investment policy for the Hanoi Environmental Improvement and Waste-to-Energy Incineration Project under the public-private partnership (PPP) method.

Approve the investment policy for the project of land acquisition, compensation, resettlement support, and site clearance for the project of investing in the construction of the road connecting Gia Binh airport to Hanoi capital (section in the city); review the administrative staffing and number of employees at public service units under the management scope.

Stipulating a number of decision-making authorities in the management and use of public assets and the procurement of goods and services under the management of Hanoi City (replacing Resolution No. 35/2024/NQ-HDND dated December 10, 2024); Resolution on decentralization of State management of a number of socio -economic fields in Hanoi City when applying the 2-level local government organization model...

Regarding the 2025 mid-year regular session (25th Session), it is expected that the session will consider and approve 58 contents including 16 reports and 42 resolutions.

At the meeting, the Hanoi People's Council will review reports from the Standing Committee of the People's Council, the People's Committee, the Vietnam Fatherland Front Committee of the city and city agencies; review 42 contents of the issuance of resolutions as legal documents and individual contents.

There are many contents to specify the Capital Law 2024 such as reviewing the Resolution on commercial and cultural development zones (implementing Clause 8, Article 21 of the Capital Law); Resolution regulating the organization and operation of cultural industrial centers (implementing Clause 7, Article 21 of the Capital Law); Resolution regulating the order and procedures for building, selecting and applying technical and economic norms for the construction sector of Hanoi City (implementing Clause 5, Article 37 of the Capital Law).

Along with that is the Resolution of the City People's Council detailing Clause 1, Clause 2, Clause 7, Article 42 and Point d, Clause 5, Article 43 of the Capital Law on attracting strategic investors; Resolution of the City People's Council stipulating measures to reduce plastic emissions (implementing Point d, Clause 2, Article 28 of the Capital Law); Resolution of the City People's Council stipulating preferential support measures for waste recycling activities using the best available techniques (implementing Point d, Clause 2, Article 28 of the Capital Law)...

Notably, at this session, the Hanoi People's Council is expected to consider the Resolution on the mechanism for supporting meals for primary school students in Hanoi; the Resolution approving the list of land plots expected to implement pilot projects according to Resolution No. 171/2024/QH15 dated November 30, 2024 of the National Assembly and Decree No. 75/2025/ND-CP dated April 1, 2025 of the Government (phase 2)...

The session is expected to spend half a day on questioning and answering questions about the implementation of socio-economic tasks and pressing issues that the City People's Council delegates and voters of the capital are interested in.
