Organizing the apparatus and perfecting the personnel
After 3 months of implementation, Hai Duong province has completed a huge amount of work in restructuring the apparatus at both provincial and district levels.
By February 21, the bloc of Party agencies and specialized agencies under the People's Committees at the provincial and district levels in Hai Duong had completed the arrangement of organizational structure and personnel to hold leadership positions in newly established units.
From March 1, the new units will be put into operation. These days, officials and civil servants in the agencies implementing the arrangement are completing the final work.
Ninh Giang District is one of the localities that completed the early restructuring of the apparatus and personnel. To prepare for the start of operations from March 1, the leaders of the Ninh Giang Department of Agriculture and Environment have developed a plan, assigned specific tasks, and adjusted the areas of responsibility for 1 department head, 3 deputy department heads, and 6 civil servants.
According to Ms. Ha Thi Lan Anh, Head of the Department of Agriculture and Rural Development of Ninh Giang district (appointed as Head of the Department of Agriculture and Environment from March 1), the arrangement and assignment of tasks to officers in the department is based on the tasks they have previously undertaken, adjusting the assignment based on capacity, experience, and expertise for the major fields of agriculture and environment. The department also assigns competent officers to be in charge of the new poverty reduction field, which has been received from the old Department of Labor, War Invalids and Social Affairs.
“The old departments have proactively prepared, handed over, received documents, assets and approached the new industry to be ready to start operating. The two old Party cells of the two departments have also reviewed the files of 10 Party members to complete the dissolution procedures and transfer Party activities to Party members,” said Ms. Ha Thi Lan Anh.
Arranging and assigning areas of responsibility to each leader and civil servant based on experience, while adjusting according to capacity and strengths is also the practice of many other localities in the province.
Ensure smooth operation
Ensuring that the new agencies after the restructuring operate smoothly, without leaving any vacant areas, and without affecting the normal operations of people and businesses is an important task that has been repeatedly emphasized and directed by the leaders of Hai Duong province.
This is also the work that the agencies implementing the arrangement are making efforts and resolutely carrying out with the mindset of both implementing the arrangement of the apparatus and performing their duties as usual.
While thoroughly preparing documents on regulations on functions, tasks, and working regulations of new departments, offices, and divisions, civil servants still ensure the smooth and effective completion of their assigned tasks.
Comrade Nguyen Trong Thang, Head of Information - Press - Publishing Department, Department of Information and Communications is one of three civil servants of the department transferred to the Department of Culture, Sports and Tourism after the arrangement of the Department of Information and Communications with the Department of Science and Technology.
Preparing to move to the new office, Comrade Thang and his colleagues are reviewing the work, documents, and facilities that need to be handed over. At the same time, they continue to perform their management functions and tasks, without allowing work to be interrupted.
"Moving to the new department, we will continue to perform the task of advising on state management of press, publishing, foreign information, grassroots information, electronic information and other related fields. In parallel with performing the tasks we are in charge of, the officers and civil servants of the department have proactively advised on the decision on the functions and tasks of the new department to be ready and operate smoothly upon the transfer," said Mr. Thang.
At the "one-stop" departments, work is still being done so that the processing of records and administrative procedures is not interrupted. At the Hai Duong Provincial Public Administration Service Center, when the departments are merged and reorganized, the transaction counters will change in terms of the number and type of administrative procedures received by each counter due to changes in the number of departments and the functions of each department.
Currently, the Department of Home Affairs of Hai Duong province is coordinating with departments, branches and localities to carry out the following tasks after completing the organizational arrangement and personnel consolidation. This includes reviewing the number of cadres, civil servants and public employees who have applied for early retirement or quit their jobs to streamline the apparatus, and developing evaluation criteria to streamline the payroll...
After the reorganization, there are still many important tasks to be implemented, but with determination and urgency, agencies and units in Hai Duong have carefully prepared and are ready for the new apparatus to come into operation from March 1.
