Speaking at the ceremony, Vice Chairman of the City People's Committee Hoang Minh Cuong emphasized the profound humanitarian significance of the voluntary blood donation movement. He affirmed that blood cannot be produced artificially but can only be donated by healthy people, therefore, this movement plays an important role in the treatment, cure of patients and reserve to respond to emergency situations.

According to Decision No. 43 issued by the Prime Minister in 2000, April 7th of each year is recognized as "National Voluntary Blood Donation Day", to raise public awareness and call for the cooperation of the whole society.
According to the World Health Organization's recommendations, to ensure a safe blood supply, the rate of annual blood donations needs to reach at least 2% of the population.
In recent years, the voluntary blood donation movement in Hai Phong has received positive responses from organizations, unions and people. In 2024 alone, the City organized 95 blood donation campaigns, receiving more than 35,000 units of blood, reaching 111% of the plan assigned by the Central Government.
In the first quarter of 2025, Hai Phong received nearly 10,000 units of blood, reaching 30% of the annual target. The city aims to mobilize and receive over 35,000 units of blood in 2025 to maintain and promote these positive results.

Vietnam Maritime University is one of the City’s typical units in the voluntary blood donation movement. Every year, the school mobilizes more than 2,500 students to participate, contributing more than 2,000 units of blood.
Recognizing the spirit of humanity and responsibility of cadres, lecturers and students, the Vice Chairman of Hai Phong City People's Committee hopes that this activity will continue to spread strongly, contributing to saving the lives of many patients and bringing hope to those in need of blood.
Immediately after the launching ceremony, hundreds of cadres, lecturers and students of Vietnam Maritime University directly participated in blood donation, contributing nearly 400 units of blood, supplementing the precious blood source for treatment and emergency care at hospitals in the city.
The voluntary blood donation program in response to National Blood Donation Day on April 7 in Hai Phong City was a great success, affirming the community's spirit of compassion and sharing, contributing to building a united and responsible society.
