According to the report of the Party Committee of Hai Phong City People's Committee, the Ngu Phuc Industrial Park Infrastructure Development Investment Project (phase 1) has a scale of 238.6 hectares in Ngu Phuc commune and Kien Quoc commune (Kien Thuy district), belonging to the Southern Coastal Economic Zone of Hai Phong.
The total investment of the project is expected to be over VND5,670 billion. The goal is to form a new, modern industrial park with synchronous infrastructure; attract multi-sector investment (prioritizing high technology, clean and environmentally friendly industry); contribute to creating over 10,000 new jobs.

Regarding the investment policy to implement the Tan Trao Industrial Park Infrastructure Development Investment Project (phase 1), the scale is more than 226 hectares in Tan Trao and Kien Quoc communes, in the southern coastal economic zone of Hai Phong . The total investment of this project is expected to be more than 4,000 billion VND. The goal of the projects is to attract multi-sector investment, create jobs, contribute to industrial development, and promote the socio-economic development of the City.
Vinhomes Hai Phong Industrial Park Investment Joint Stock Company is the investor of the above two projects. The progress of the two projects is within 5 years, from the second quarter of 2025 to the second quarter of 2030.
After listening to the opinions of the Standing Committee of the City Party Committee, the City Party Committee, the City Party Committee Office, and the Hai Phong Economic Zone Management Board reporting to clarify some contents, Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee emphasized: The two projects are consistent with the Hai Phong City Planning, the Northern dynamic region, the Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor; and are part of the Hai Phong Southern Coastal Economic Zone approved by the Prime Minister. The projects are conveniently connected to key traffic routes, seaports, and airports, creating a premise for the development of ancillary services, linkage chains, and easily attracting high-quality human resources. At the same time, priority is given to attracting high-tech, clean, environmentally friendly, high-value-added industries, in line with the goal of developing green industry and green growth.

The Standing Committee of Hai Phong City Party Committee agreed on the investment policy to implement the Ngu Phuc Industrial Park Infrastructure Development Investment Project (Phase 1) and the Tan Trao Industrial Park Infrastructure Development Investment Project (Phase 1). At the same time, assigned relevant agencies to continue implementing procedures according to regulations.
Previously, the 1/2000 scale Zoning Plan of Tan Trao Industrial Park (phase 1) and the 1/2000 scale Zoning Plan of Ngu Phuc Industrial Park (phase 1) were also announced by Kien Thuy District People's Committee.

According to Decisions No. 1538/QD-UBND and 1540/QD-UBND of Hai Phong City People's Committee, Tan Trao Industrial Park (phase 1) has a scale of 500 - 550 hectares (including the area inside and outside the dike), of which the planning research area is 252.1 hectares; Ngu Phuc Industrial Park has a scale of 450 - 500 hectares (including the industrial park area inside and outside the dike), of which the planning research area of phase 1 industrial park is currently 238.6 hectares.
Industrial parks within the administrative boundaries of Ngu Phuc, Tan Trao and Kien Quoc communes, adjacent to agricultural land, residential areas and important traffic routes such as the road connecting provincial road 354 to the coastal road, alluvial land along the Van Uc river. The general nature of industrial parks is multi-industry, oriented towards ecological industry, high technology and supporting industry... Of which, industrial production land and warehouses account for a high proportion (from 69% - 72.83%), the rest is service land, specialized green trees, technical infrastructure and traffic. Infrastructure is planned synchronously with power stations, wastewater treatment systems, parking lots and administrative areas.
The development of these two strategic industrial zones aims to expand the economic space to the south of the city. At the same time, it creates a driving force to attract investment, develop production, and create jobs for rural areas on the outskirts of the city.
