Bac Giang and Bac Ninh provinces discuss project to rearrange administrative agencies and units

According to the draft presented at the conference, the Project is built according to the model in Resolution No. 76/2025/UBTVQH15 of the National Assembly Standing Committee. In terms of necessity, the two provincial-level administrative units have the same historical origin, similar culture, customs, economic scale, and socio-economic development speed; after the arrangement, it will create momentum for the socio-economic development of the new province to meet the conditions and standards to strive to become a centrally-run city.

Regarding the arrangement plan, the establishment of Bac Ninh province (new) directly under the Central Government on the basis of merging the administrative boundaries of Bac Ninh and Bac Giang provinces. After the arrangement, Bac Ninh province (new) has a natural area of ​​4,718.6 km2, reaching 94.3% of the standard; population size of 3,619,433 people, reaching 258.5% of the standard; there are 99 commune-level administrative units. The name of the new provincial-level administrative unit is Bac Ninh province. The political and administrative center is Bac Giang city, Bac Giang province.

The arrangement principle, for departments and agencies equivalent to departments, will merge departments and agencies with similar functions and tasks. For some agencies and units of Bac Giang province or Bac Ninh province that currently exist but the other province does not (such as the Department of Ethnic Minorities and Religions, the Provincial Public Administration Service Center, the Provincial Land Fund Development Center), the organizational model will be maintained and the functions, tasks, organizational structure and staffing will be adjusted to ensure the implementation of state management functions and the provision of public services when the two provinces are merged.

Regarding the organizational structure within departments and agencies: Merge specialized departments and branches with similar functions and tasks. Transfer the inspection function of departments to the Provincial Inspectorate and reorganize the Provincial Inspectorate (according to the Central Government's project on the arrangement of inspection agencies).

Maintain the public service units under the Provincial People's Committee and under the departments and agencies to organize activities according to the locality. After merging the two provinces, we will survey, evaluate and consider reorganization, improve the quality and efficiency of operations, ensure the continued provision of public service and be suitable to the practical situation. For health service units: Transfer district-level health centers to the Department of Health (except for commune-level health stations transferred to the commune level) according to the direction of the Ministry of Health.

The draft also identifies plans to reorganize agencies, organizations, and units. In particular, for the Provincial Party Committee, the Executive Committee and the Standing Committee of the Provincial Party Committee shall comply with the provisions of the Party Charter and the Central Committee's instructions (with a separate detailed plan).

Merge the National Assembly Delegations of the two provinces; complete the positions of Head and Deputy Head of the National Assembly Delegation as decided by the National Assembly Standing Committee according to the notification of the competent Party Committee in charge of personnel management.

For the Provincial People's Council, the committees of the Provincial People's Council: The People's Council delegates of the two provinces merged into the new Bac Ninh Provincial People's Council delegates, continuing to operate until the end of the term...

At the conference, after listening to the report on the draft Project, delegates focused on discussing specific issues on the Project's layout; on the organization and apparatus, especially the provincial agencies that previously only had one province such as: Department of Ethnic Minorities and Religion; Center for Public Administration Services...

Delegates also discussed the arrangement of the Land Fund Development Center, project management boards, colleges, intermediate schools; specialized high schools; and medical facilities of the two provinces. In addition, they expressed and contributed opinions related to the arrangement of facilities and offices of agencies and units after the merger.

Speaking at the conference, comrade Nguyen Anh Tuan, on behalf of the Standing Committee of the Provincial Party Committee and the Standing Committee of the Bac Ninh Provincial Party Committee, thanked the Party Committee of the Bac Giang Provincial People's Committee for developing a detailed, thorough and basic draft Project in a short time, which was highly agreed upon by the members of the Steering Committee.

He suggested that the plan to reorganize the internal apparatus of agencies, especially the specialized agencies of the Provincial People's Committee, should continue to be reviewed and unified. Regarding newspapers, radio and television stations of the two provinces, the Steering Committee should agree to have the Standing Committees of the two provinces report to the Central Steering Committee to develop a project and merge 4 agencies into 1 agency at the time the 2 provinces merge, instead of doing it in 2 steps, to ensure convenience in arranging and assigning personnel.

Maintain the current 4 provincial project management boards, naming them by number; convert district project management boards into regional project management boards to continue the basic construction investment projects being implemented...

He also proposed the tasks that need to be done from now until the second meeting of the Steering Committee, which is to develop a plan for the Steering Committee with a specific program. The 5 working groups that have been established must develop a plan for each group and from the second meeting must report the results, summarize the issues that need the Steering Committee's opinion. Review one step in advance the personnel at the head level of provincial agencies and the Provincial Party Committee members to visualize the arrangement and deployment plan in advance, to avoid being passive...

Concluding the conference, Comrade Nguyen Van Gau acknowledged the enthusiastic and responsible contributions of the delegates. He commended the Department of Home Affairs and relevant agencies of the two provinces for actively coordinating to advise on the completion of the draft Project.

He said that after 28 years of separation of Ha Bac province into Bac Ninh and Bac Giang provinces, both provinces have made very positive developments, achieving many impressive and comprehensive results in all fields. During the 28 years, the Party Committee, government and people of the two provinces have always preserved and cultivated the tradition of solidarity and close friendship. Many practical cooperation and association activities have been implemented. Up to now, implementing the policies of the Central Government, the two provinces have carried out preparations to merge into one province, named Bac Ninh.

The Secretary of the Bac Giang Provincial Party Committee emphasized that the Steering Committee basically agreed with the plan to arrange agencies, organizations and units when merging the two provinces and the draft Project on arranging provincial-level administrative units according to the report of the Party Committee of the Bac Giang Provincial People's Committee. The Standing Committee of the Steering Committee was requested to absorb the opinions of the delegates to complete the plan on arranging agencies, organizations and units when merging the two provinces according to the draft Project.

To ensure the time and progress of the implementation of the task in the spirit of "running and lining up at the same time", the Steering Committee assigned the Standing Committee of the Steering Committee to regularly discuss and reach agreement when problems arise; continue to direct the completion of the draft Project to report to the Standing Committee, Executive Committee, and People's Councils of the two provinces before finalizing and sending it to the Central Government according to regulations.

Agree and request each member of the Steering Committee to promote a sense of responsibility, proactively advise the Standing Committee of the Steering Committee, the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committees of the two provinces to focus on directing the resolution of common issues, facilitating the process of provincial merger such as: Resolving complaints and denunciations; paying debts; completing key projects of each province that have been deployed according to the roadmap; strengthening digitalization, strictly managing records and documents on personnel, land, public assets, etc.
