The South Korean Ministry of Unification stated that North Korea's actions violated inter-Korean agreements and damaged the foundation of trust and respect between the two countries.

On December 9, South Korean Unification Ministry spokesperson Koo Byoung Sam stated that after monitoring via satellite and conventional observation with relevant agencies, they determined that North Korea was illegally operating equipment belonging to more than 30 South Korean businesses located in the inter-Korean Kaesong industrial complex.
In addition, Pyongyang completely demolished the remaining parts of the inter-Korean liaison office building that it had demolished in 2020.
The South Korean Ministry of Unification emphasized that the aforementioned actions violate inter-Korean agreements and damage the foundation of trust and mutual respect between the two Koreas.
Seoul has once again urged Pyongyang to stop its actions that infringe upon the property rights of South Korean citizens, businesses, and the government .
An inter-Korean liaison office was established in the Kaesong inter-Korean industrial complex according to the Declaration of April 27, 2018.
However, due to prolonged tensions, Pyongyang partially demolished the structure on June 16, 2020, and has left the facility abandoned ever since.
In June of this year, the South Korean government filed a lawsuit, demanding that North Korea pay compensation for damages totaling 44.7 billion won (US$34.2 million).
There is currently no information on how North Korea will respond to this accusation.
