Hanoi approves investment plan for strategic projects in the South and along the Red River axis.

The Hanoi City Party Committee has unanimously approved the investment plan for the construction of the Olympic Sports Urban Area in the southern part of the city and the construction of the Red River Landscape Boulevard. These are two large-scale strategic projects, representing a significant breakthrough in spatial development, infrastructure improvement, and creating a new look for the capital city in the coming period.

Strategic orientation, creating the "Miracle on the Red River"

Speaking at the symposium held on the morning of December 13th by the Hanoi City Party Committee, Hanoi Party Secretary Nguyen Duy Ngoc emphasized that the consideration and decision on the investment policies for the two major projects took place in the context of Hanoi urgently implementing the Resolution of the 18th City Party Congress, the strategic resolutions of the Politburo , and the requirement to perfect the institutional framework and development plan for the Capital with a 100-year vision.

According to the Party Secretary, the Olympic Sports Urban Area and the Red River Landscape Boulevard are two projects with far-reaching significance not only for Hanoi but also for the Red River Delta region and the entire country, aiming to create a "Red River Miracle." At the same time, they contribute to the goal of achieving a GRDP growth rate of 11% or higher in 2026 and the 2026-2030 period, gradually shaping the image of the capital city as "Cultural - Distinctive - Creative," transforming it into a creative, green, smart, and globally connected metropolis.

According to Hanoi Party Secretary Nguyen Duy Ngoc, after the Politburo approved the principle, on December 12, the 15th National Assembly passed Resolution No. 258/2025/QH15 on piloting a number of specific mechanisms and policies to implement large and important projects in the capital city. This is an important political and legal basis for Hanoi to implement strategic projects, with the goal of commencing construction on December 19 and striving for completion on the occasion of the 100th anniversary of the founding of the Party on February 3, 2030.

The large scale and integrated components of the Olympic Sports City

Presenting the report at the conference, Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan said that the Olympic Sports Urban Area construction project is oriented towards forming a modern, integrated urban-sports complex, with sufficient conditions for Hanoi to host major regional and international sporting events such as ASIAD and the Olympics.

The project is planned to be implemented in 12 communes in the southern part of the city, covering a total area of ​​approximately 9,171 hectares, divided into 4 functional zones A, B, C, and D, associated with the development of a sports city, a service city, a sports complex, and an international standard stadium. The projected population is approximately 751,000 people.

The preliminary total investment for the project is approximately VND 925,651 billion. The planned schedule is to complete the sports complex and stadium by Q2/2030, and the entire project by 2035. The project is expected to create momentum for the development of infrastructure, services, and architectural and landscape spaces in the southern region, while also seamlessly integrating the city's technical and social infrastructure systems.

Many opinions from the grassroots level show high consensus with the project's policy, while also requesting the city to pay attention to resolving the interests of the people harmoniously, investing in connecting infrastructure, arranging resettlement, and ensuring social welfare during the implementation process.

The Red River Scenic Boulevard - a symbol of new development space.

Regarding the Red River Landscape Boulevard Construction Project, the Standing Vice Chairman of the Hanoi People's Committee, Duong Duc Tuan, stated that this project bears the symbolic mark of the Capital City and plays a particularly important role in guiding the development of urban space, infrastructure, and landscape of Hanoi in the coming period.

The project covers an area of ​​approximately 11,000 hectares, stretching from Hong Ha Bridge to Me So Bridge, passing through 19 communes and wards. The main components include an approximately 80km long main traffic boulevard, a system of landscaped parks and recreational areas covering about 3,300 hectares, and an area of ​​approximately 2,100 hectares designated for urban redevelopment.

The project is organized into component projects on the left and right banks of the Red River, an underground metro line approximately 45km long, and a resettlement urban area. The preliminary total investment is approximately 855,000 billion VND, with completion expected in 2030.

Along with the overall project, the city proposed implementing an initial independent sub-project: investing in the construction of a public park in Phu Thuong ward, with a scale of approximately 2 hectares and a preliminary total investment of about 670 billion VND, to serve the groundbreaking ceremony of the project as directed by the Government.

According to city leaders, the Red River Landscape Boulevard not only completes the transportation infrastructure along the Red River but also creates a modern, sustainable urban and landscape space, improves the living environment, enhances the quality of the central urban area, and opens up new growth drivers for the capital city.

In his closing remarks at the conference, Hanoi Party Secretary Nguyen Duy Ngoc emphasized the need to ensure a smooth and superior institutional and legal framework for the implementation of strategic key projects. The Party Secretary highly appreciated the innovative spirit, responsibility, and decisiveness of all levels and sectors in land clearance and the implementation of key infrastructure projects in the past period.

The City Party Secretary requested that, immediately after the conference, the Party Committee of the City People's Council closely coordinate with the Party Committee of the City People's Committee, the Party Committee of the Vietnam Fatherland Front of the city, and relevant agencies to promptly concretize and decide on the necessary contents so that Resolution No. 258/2025/QH15 of the National Assembly can be put into practice soon, directly serving the implementation of the two major projects, and at the same time creating a solid institutional foundation for the rapid development of the Capital in the coming time.
