The final round of the 2025 Public Speaking Contest, organized by the Hanoi Department of Culture and Sports in coordination with the Hanoi Youth Union, took place on December 13th, bringing together 24 outstanding teams selected from over 100 teams from high schools, colleges, universities, and many youth organizations across the city.
The large number of participating teams demonstrates the appeal of the competition as well as the growing interest of young people in academic and social activities.

The competition was launched to realize the spirit of Resolution No. 15-NQ/TW dated May 5, 2022, of the Politburo on the direction and tasks for the development of Hanoi Capital City until 2030, with a vision to 2045, and Resolution No. 09-NQ/TU dated February 22, 2022, of the Hanoi City Party Committee on the development of the cultural industry in the Capital City for the period 2021-2025, with a direction to 2030, and a vision to 2045. In particular, the task of developing high-quality human resources and building a generation of elegant, civilized, modern, and integrated young people in Hanoi is identified as a consistent orientation.
In the preliminary round, from December 5-7, the judging panel selected 24 teams to advance to the final round. The competing teams demonstrated a fairly comprehensive understanding of the issues facing Hanoi today, the ability to analyze from multiple perspectives, well-founded arguments, and a sense of responsibility towards the city's development.

According to the Organizing Committee, this year's debate topics are open-ended, clearly reflecting young people's concerns about contemporary issues. The group of topics on identity and heritage offers many new perspectives through content such as "Does the capital city in a -15-second biased lens determine 1,000 years of civilization?", "The fortress of identity", "Renewing heritage or corrupting culture?", and "Preserving the Vietnamese soul amidst the global flow".
In addition, the issues of integration and foreign languages were explored through the topics "Foreign Languages - A Bridge to Integration" and "English Bringing Hanoi's Heritage to the World." The fields of technology and digital media were addressed through the topics "Technology Connecting Communities and Culture," "Online Etiquette," and "The Oversaturated Generation: What Are We 'Eating' Online?". Many teams also focused on analyzing the social responsibility of young people through the content of "Living Green," "Youth Serving the Community," and "Respecting Diversity and Differences."
Speaking at the final round, Mr. Tran Tuan Anh, Director of the Hanoi Cultural and Library Center, said that the competition contributes to promoting the role of young people in proposing solutions to urban problems, spreading the spirit of innovation and creativity, and gradually forming a young force with competence and responsibility, ready to accompany the development of the Capital city.
At the end of the competition, the First Prize went to the Tsunami team. Three Second Prizes were awarded to the Capital City Elite, Diplawmacy, and Three People teams. The organizers also awarded 4 Third Prizes, 16 Consolation Prizes, and 10 Promising Team Prizes to the participating teams.
First organized in 2018, the Public Speaking Competition has proven effective in fostering confidence, critical thinking, and expressive abilities among Hanoi's youth. Following this year's competition, the Organizing Committee will implement a series of follow-up activities to spread the program's values and establish a network of "Public Speaking Ambassadors" to support youth activities in the future.
