Accordingly, NIC is allowed to use public assets such as headquarters, operating facilities, application software, databases and intellectual property rights to provide public career services, in accordance with established functions and tasks.
In addition to using public assets, NIC is also allowed to mobilize and receive funding from domestic and foreign programs to serve research, development and innovation activities. This opens up great opportunities for individuals and start-up businesses to access diverse financial resources to realize creative ideas, develop technology and expand production and business.

A notable highlight in the Decree is the preferential policy on investment credit. Accordingly, investment projects of innovative start-up enterprises operating at NIC, as well as direct investment projects of NIC, if meeting the conditions, will be eligible to borrow investment credit capital from the State according to current regulations.
Organizations and individuals starting businesses at NIC can also access funding, loans and loan guarantees from non-budgetary state financial funds and other financial institutions.
Regarding the operating area, NIC will be exempted from all compensation, site clearance, support and resettlement costs. At the same time, the State budget will cover all site clearance costs for NIC's infrastructure construction investment projects. For land areas located in areas that must pay for the use of technical infrastructure invested by the State, NIC will be completely exempted from infrastructure usage fees.
Along with the support in terms of facilities and finance, NIC also deploys various public career services. These services include: providing working space, technical infrastructure, shared equipment, supporting the completion of ideas, research and development, and technology application; organizing training programs, consulting, investment and trade promotion; consulting on the establishment and operation of innovation centers, as well as managing investment funds for creative startups.
In addition, innovative individuals and businesses operating at NIC will be facilitated to access funding sources from domestic and foreign organizations, businesses and individuals to implement new business models based on exploiting intellectual property and technology. At the same time, administrative procedures will also be simplified to create maximum favorable conditions for innovation and start-up activities.
