The court headquarters is under the management of the Supreme People's Court . The People's Committee of Ninh Binh province has agreed to transfer this headquarters to the locality for management and handling. It is expected that after handing over to the locality, the Department of Finance will preside over and coordinate with relevant units to develop a handling plan for the above project.

The 3-storey building, the former headquarters of the Department of Natural Resources and Environment of Ninh Binh province, is located right next to National Highway 1A, with a land area of ​​over 1,500m2. The building is located on 30/6 Street, Nam Thanh Ward, Ninh Binh City, and has been abandoned since the agency moved to its new headquarters in Ninh Nhat Commune.

Ninh Binh Province currently has thousands of surplus houses and lands that need to be arranged and processed according to Government regulations. Among them, many are abandoned, including the old Maternity and Pediatric Hospital, the old Department of Natural Resources and Environment headquarters, the Center for Disease Control and the Medical Examination Center.

Ninh Binh Department of Finance statistics show that there are currently 2,773 housing and land facilities in the province that need to be rearranged according to regulations.

Specifically, the provincial block has 171 establishments, the district block has 2,568 establishments, 5 state-owned enterprises and 34 establishments belonging to the Ninh Binh development investment fund.

For the provincial block, 159 facilities will continue to be used, 5 facilities will be revoked, 2 facilities will have their assets on the land sold and land use rights transferred, and 5 facilities will be transferred to local management. This arrangement plan will be submitted to the Provincial People's Committee for approval after receiving comments from departments, branches and sectors.

At the district level, the arrangement of houses and land will be linked to the progress of the arrangement of administrative units (2023-2025 period). The Department of Finance will coordinate with the People's Committees of districts and cities to review, make a list and plan the arrangement, then send it to the Department of Home Affairs to synthesize into the provincial project to submit to the Ministry of Home Affairs for appraisal.

Accordingly, in the period of 2023-2025, the number of housing and land facilities subject to arrangement and handling is 242 facilities (retaining and continuing to use 219 facilities, reclaiming 3 facilities; transferring and handing over 20 facilities to local management and handling).
