Regular post-inspection of cosmetic products in circulation on the market

Implementing Document No. 2965 dated May 16, 2025 of the Ministry of Health on strengthening post-market inspection and examination, combating smuggling, trade fraud, production and trading of counterfeit and poor-quality goods in the group of cosmetics. Accordingly, Vice Chairman of the Provincial People's Committee Nguyen Khac Hieu assigned the Department of Health to preside over and coordinate with the Department of Industry and Trade, the Provincial Police, People's Committees of districts, cities and relevant agencies to strengthen inspection and examination of cosmetics production and trading activities in the province, focusing on products of unknown origin, not declared according to regulations; cosmetics with false advertising, improper labeling; online business activities, especially on social networking platforms and e-commerce platforms.

Regularly conduct post-inspection of cosmetic products in circulation on the market, through sampling and testing, strictly handling violations; recall and destroy all types of cosmetics suspected of being fake, cosmetics of unknown origin, cosmetics of poor quality, and unsafe for consumers.

Close coordination between functional agencies including the Provincial Police, Department of Industry and Trade, Tax Department of Region III, Steering Committee 389... to promptly detect and prevent acts of production, storage, and trade of fake and substandard cosmetics; strictly handle organizations and individuals who violate the law.

Take the lead and actively coordinate with the provincial media agencies and the People's Committees of districts and cities to promote communication and dissemination of laws on cosmetics management to the community, businesses and consumers, in order to raise awareness, vigilance and denounce violations.

Review regulations to enhance the responsibility and management efficiency of relevant agencies and local authorities in the production and trading of cosmetics. In case of difficulties or inadequacies, propose to the Provincial People's Committee for timely adjustment. Periodically or suddenly report the implementation results to the Provincial People's Committee and the Ministry of Health (Department of Drug Administration) according to regulations.

The Department of Industry and Trade, the Provincial Police, the Tax Department of Region III, the Department of Culture - Sports and Tourism, the Department of Science and Technology, Vinh Phuc Newspaper, the Provincial Radio and Television Station, the People's Committees of districts and cities and relevant agencies are responsible for closely coordinating with the Department of Health to effectively perform assigned tasks.
