Provincial People's Council supervises the implementation of Resolution No. 06/2022/NQ-HDND in Tan An City

On the afternoon of October 31, the Supervisory Delegation of the Provincial People's Council's Legal Committee, led by Nguyen Minh Hung, Deputy Head of the Provincial People's Council's Legal Committee, supervised the implementation of Resolution No. 06/2022/NQ-HDND dated March 29, 2022 on amending and supplementing a number of articles of the Regulations on titles, numbers and policies for non-professional workers in communes, wards, towns, hamlets and neighborhoods; the fixed operating budget for socio- political organizations in communes, wards and towns in the province in Tan An City.

According to the report of Tan An City People's Committee, in implementing the arrangement of positions and the number of non-professional workers at the commune level, by October 1, 2023, the city arranged 112/176 positions of non-professional workers at the commune level, leaving 64 vacant positions; in which communes and wards assigned non-professional commune-level cadres and civil servants to concurrently hold 42/64 vacant positions.

Regarding the implementation of the arrangement of positions and the number of non-professional workers in hamlets and neighborhoods, up to now, the city has arranged 186/246 positions of non-professional workers in hamlets and neighborhoods, with 60 positions vacant; in which communes and wards have assigned cadres, civil servants, and non-professional workers at the commune level, in hamlets and neighborhoods to concurrently hold 60/60 vacant positions.

According to the assessment of the People's Committee of Tan An City, implementing Resolution No. 06/2022/NQ-HDND, the city directed communes and wards to strictly implement the regimes, policies, personnel arrangement, monthly allowances and subsidies according to training levels in accordance with the provisions of the resolution and decisions of the Provincial People's Committee. Through the implementation results, it helps the People's Committees of communes and wards to basically and promptly arrange the positions of non-professional workers at the commune level, especially for the positions of deputy heads of local socio-political organizations.

Delegates in the delegation gave comments to Tan An City People's Committee on the implementation of the resolution.

However, some communes and wards currently lack human resources to arrange full-time positions at the commune level; and lack young human resources to arrange part-time positions at the hamlet and neighborhood levels due to difficulties in recruitment. Tan An City People's Committee also believes that the current payment level for part-time positions at the commune, hamlet and neighborhood levels is still low compared to the average living standard of the current living standard, failing to attract human resources to participate.

Vice Chairman of Tan An City People's Committee - Mai Thi Xuan Phuong pointed out the current difficulties and problems in recruiting and arranging non-professional staff.

Therefore, Tan An City People's Committee recommends that the Provincial People's Council and Provincial People's Committee consider raising the monthly allowance for non-professional workers at the commune level corresponding to each assigned position and level of work to help localities recruit and arrange young human resources with professional qualifications to succeed them and confidently serve long-term in localities.

At the same time, consider balancing and allocating additional operating funds for local socio-political organizations to help these organizations perform well their local political tasks as well as do a good job of informing and propagating the Party's guidelines and policies, the State's policies and laws to the people, etc.

Speaking at the monitoring session, Deputy Head of the Provincial People's Council's Legal Committee - Nguyen Minh Hung acknowledged the results of Tan An City in implementing Resolution No. 06/2022/NQ-HDND. At the same time, he also shared the difficulties that Tan An City and many other localities are facing in implementing the resolution, especially in attracting participants, regimes and policies for non-professional workers.

Deputy Head of the Provincial People's Council's Legal Committee - Nguyen Minh Hung also said that the survey and supervision in localities will serve as a basis for the Provincial People's Council's Legal Committee to consider and give opinions in the report examining the submission to help the Provincial People's Council soon issue a resolution to replace the current Resolution No. 06/2022/NQ-HDND./.
