Group 11 legal documents and resolutions focus on policies directly related to people's lives. These include regulations on regimes and policies for non-professional activists at the commune, ward, hamlet, and residential area levels; along with the fixed operating budget for grassroots political and social organizations; and food allowances for commanders, deputy commanders, and assistants of military commands at the commune, ward, and special zone levels.
In addition, the People's Council will also consider a proposal to regulate new tuition fees for public preschool and primary schools from the 2025-2026 school year and tuition support policies for students at private schools.

In addition, the meeting also discussed 41 contents, reports, and individual resolutions, including many notable infrastructure projects. Notable projects include dredging, environmental improvement, and urban beautification projects at Ba Lon and Ong Be canals; the project to upgrade Road 991 (from National Highway 51 to Ring Road 4) and the project to upgrade and expand Nguyen Duy Trinh Street (from Ring Road 2 to Phu Huu Industrial Park). These are all projects that play a major role in reducing flooding, improving the environment, and connecting traffic at the city's gateways.
Another highlight is the proposal to change the purpose of forest use to implement the infrastructure of the central area of Con Dao special economic zone phase 2, with the item of building some additional roads in residential area number 3. In addition, the meeting will also review the list of land plots for bidding to select investors in 2025, adjust the estimate and allocate the local budget.
