Modernizing the administration

With the goal of moving towards an environment of "Working without paperwork; meeting without face-to-face meetings; handling administrative procedures without contact; making cashless payments", the province has recently promoted the application of IT in departments, branches, sectors and localities. Thereby creating a modern, transparent, effective and efficient administration, serving organizations and citizens better and better.

Mao Khe Ward held a conference to announce and decide on the arrangement and merger of schools and public educational institutions; and to hand over decisions on the transfer and appointment of leadership and management personnel of public educational institutions in the area on October 23.

Accordingly, on October 23, Mao Khe ward was the last locality to complete the arrangement and merger of public educational institutions, reducing from 20 schools to 10 schools, and simultaneously reducing 10 principal positions. The streamlining was carefully researched and calculated, ensuring compliance with regulations, suitable to the actual conditions of each locality, with the core goal of improving the quality of teaching and learning, for the benefit of students. The management staff after the arrangement was selected based on capacity, reputation and work efficiency, thereby creating a premise for the educational apparatus to operate more effectively and continue to improve the quality of comprehensive education.

Thus, except for the two communes of Hai Hoa and Cai Chien, which do not have any educational facilities subject to reorganization due to previous streamlining, by October 24, 2025, all localities in the province have completed the reorganization, merger and issued merger decisions, transfer decisions and appointment of leadership and management personnel of public educational facilities in the area.

Accordingly, in the block under the commune level, 520 schools were reorganized into 255 schools, reducing 265 schools, reaching a rate of 51%. In the block under the Department of Education and Training, 15 educational establishments were reduced according to the province's plan.

The merger and rearrangement of schools and educational facilities does not reduce or affect students' learning compared to before, but is only consistent with the actual operation of the 2-level local government model. Teachers' teaching, especially students' learning, still takes place normally at the current school, without changing classes, teachers, or schedules. Notably, during the implementation process, many management staff proactively and voluntarily gave up their leadership positions to young, capable and ambitious staff.

With a systematic, scientific approach and high consensus from the grassroots, Quang Ninh is affirming its pioneering position in streamlining the network of schools and classes, aiming to improve management efficiency, innovate fundamentally and comprehensively, and build a modern and sustainable education system - for beloved students.
