
Since 2012, the province has officially been building an e-government system; civil servants in departments, agencies, and localities handle work using document management software. To date, this software has been deployed in 100% of departments, agencies, wards, communes, and special zones of the province. There are over 33,000 active digital signature certificates for official use ( over 3,000 for agencies and organizations; nearly 30,000 for individuals) ; 100% of civil servants and public employees from the deputy head of department level and above have been issued and use specialized digital signatures for electronic state transactions on the e-government system; 100% of work files at the provincial level and 90% of work files at the commune level are processed entirely online (excluding confidential files).
The province operates and maintains electronic ISO software according to the national standard TCVN ISO 9001:2015 in the activities of provincial state administrative agencies. Since 2019, the province has effectively deployed a video conferencing system to 100% of communes, wards, and towns via dedicated data transmission lines. From 2022 to the present, over 2,000 online meetings have been held from the central government to the province and from the province to localities. Currently, many departments, agencies, localities, and businesses in the province have implemented paperless meetings, saving on document printing costs.
The entire province has publicly disclosed 2,069 administrative procedures on the National Public Service Portal, of which 53.9% have had their processing time reduced by 30-50%; 100% of administrative procedures have been reviewed and restructured; 91.3% of administrative procedures are not dependent on administrative boundaries; 100% of fees are collected cashless; an average of 98.4% of applications are processed online; the average rate of document digitization is 98.8%; the rate of database reuse is 86%; the average time for completing administrative procedure transactions is 13.3 minutes/transaction; and the number of queries and data accesses from the data management warehouse has reached nearly 1.6 million.
Many innovative solutions for resolving administrative procedures have been implemented: posting administrative procedures using QR codes; using electronic receipts; appointment scheduling; notification of application status via text message; registration for supplementary issuance of digital certificates and digital signatures for officials; telecommunications providers offering 54,239 free digital signatures to citizens for submitting applications through online public services; the province has built and deployed a data center to serve digital transformation using cloud computing technology and is one of the leading localities in connecting data with ministries and sectors through the national data integration and sharing platform (NDXP) to simplify the process of resolving administrative procedures for citizens and businesses.

The province has invested in basic telecommunications infrastructure to ensure quality and effectively support the operation and use of e-government applications, video conferencing, connectivity for deploying science and technology applications, telemedicine applications, online shopping, cashless payments, and the public's access to information.
Mr. Bui Tuan Anh, Deputy Director of the Department of Internal Affairs, said: In the coming time, the Department will continue to advise the province on training digital skills for civil servants and public employees; improve the quality of public services, including promoting data integration and interconnection throughout the province, ensuring synchronous and secure data sharing between levels and sectors; complete and expand the online administrative procedure processing system, aiming for 100% of administrative procedures to be processed in a digital environment; support businesses and people in accessing digital technology and using online public services easily. At the same time, it will build a network security system according to national standards, ensuring the province's digital data is protected securely.
