Investment in Ho Chi Minh City Ring Road 4: BT form not feasible in some localities

The Belt Road 4 project in Ho Chi Minh City invested in the form of BT (payment in cash or land) is not feasible in some localities. Therefore, the locality proposed to invest in the form of BOT.

The Ho Chi Minh City Department of Transport has just sent a report to the Ho Chi Minh City People's Committee on the completion of the Pre-Feasibility Study Report for the Ring Road 4 Project, Ho Chi Minh City.

Updating on the status of the preparation of the Pre-Feasibility Study Report for the Ring Road 4 Project, on November 7, 2024, the Director of the Ho Chi Minh City Department of Transport (Head of the Working Group) chaired a meeting with the leaders of the Departments of Transport of Long An , Binh Duong, Dong Nai, Ba Ria - Vung Tau provinces and consulting units to complete the Pre-Feasibility Study Report.

One of the issues that the localities have not yet clarified is the investment capital source for the Project. In particular, the section passing through Ba Ria - Vung Tau province has not yet determined the local budget capital source allocated for the Project.

For the section passing through Dong Nai province, Dong Nai Provincial People's Committee is assigning the Department of Planning and Investment to review and balance local budget capital to implement the Project.

For the section passing through Binh Duong province, the consulting unit is researching a plan to ensure compliance with technical standards for expressways (for the 12 km section adjacent to Ho Chi Minh City) and adding Thu Bien bridge to the project using local budget capital.

For the section passing through Long An province, the Department of Transport of Long An province has researched and supplemented an investment plan in the form of BT (payment in cash or land, currently the Government is submitting it to the National Assembly).

However, through research, Long An Department of Transport assessed that the BT investment plan is not feasible and the local budget can only balance the project at most about 10,000 billion VND. Therefore, Long An province continues to propose the BOT investment plan with support from central capital.

As the Head of the Project Preparation Working Group, the Ho Chi Minh City Department of Transport assessed that the progress of completing the Ring Road 4 component projects in Ho Chi Minh City is still slow and has not met the set schedule.

Therefore, to soon complete the overall Pre-Feasibility Study Report of the Ring Road 4 Project, the Department of Transport proposed that the City People's Committee organize a meeting with the leaders of Long An, Binh Duong, Dong Nai and Ba Ria - Vung Tau provinces to unify the contents to submit to competent authorities for approval.

The Ho Chi Minh City Ring Road 4 project is nearly 207 km long, passing through 5 provinces and cities. In phase 1, 4 lanes will be invested, with an emergency lane and a median strip between the two directions.
The total investment of the Project is expected to be 128,063 billion VND. Of which, the section through Ho Chi Minh City is 17.3 km long (14,089 billion VND); the section through Ba Ria - Vung Tau is 18 km long (7,972 billion VND); the section through Dong Nai is 45.6 km long (19,151 billion VND); the section through Binh Duong province is 47.5 km long (19,827 billion VND); the section through Long An province is more than 78 km long (67,024 billion VND).
