In the field of legal aid, the Department of Dissemination, Legal Education and Legal Aid is developing and implementing the Legal Aid Information System project to collect, manage and effectively exploit information in the field of legal aid to promptly serve the direction and operation of state management agencies; continue to simplify administrative procedures, improve the quality of legal aid activities, in line with the orientation of building an e-Government towards a digital Government and improve the quality and effectiveness of management in the field of legal aid;
At the same time, improve the efficiency of direction and management by automatically extracting data through the database systems created at the project; help people who are eligible for legal aid access and receive legal aid early when they need legal aid.
The Department of Legal Dissemination, Education and Legal Aid has focused on improving the network of State Legal Aid Centers and their Branches to ensure that they are suitable to the actual situation of each locality, meeting the requirements of innovating the two-level local government organization model.
In addition, on October 2, 2025, the Department advised the leaders of the Ministry of Justice to issue Official Dispatch No. 6184/BTP-PB&TG to the People's Committees of provinces and cities on instructions for reviewing State Legal Aid Centers, in which it requested the People's Committees at the provincial level to consider and decide on the arrangement of Legal Aid Centers and Branches appropriately, ensuring no disruption and best meeting the legal aid needs of people at the grassroots level.
Currently, the Department of Legal Dissemination, Education and Legal Aid is drafting a Law amending and supplementing a number of articles of the 2017 Law on Legal Aid, in which it will study and amend regulations to promote the development of legal aid services...
Regarding institutions, the Department of Dissemination, Legal Education and Legal Aid has organized a review of the implementation of Decree No. 55/2019/ND-CP on legal support for small and medium-sized enterprises, thereby comprehensively assessing the results achieved, pointing out the limitations and shortcomings in the mechanism, policies and implementation organization, and proposing solutions to improve and innovate the content and methods of legal support for enterprises in the coming period.
Based on the summary results, the Department is researching and advising on the development of a Decree to replace Decree No. 55/2019/ND-CP to institutionalize new policies of the Party and State on private economic development, promoting legal support activities for enterprises in a more practical, synchronous and effective manner.
In parallel, the Department is researching and developing an interdisciplinary legal support program for small and medium-sized enterprises and business households for the period 2026-2031 with expanded scope, scale and subjects, content, tasks and solutions designed to suit the context of socio-economic development, digital transformation and international integration, in order to continue promoting and improving the quality and effectiveness of legal support for enterprises and business households in the coming time.
At the same time, the Department is focusing on completing the Project to perfect the Center under the Department towards forming a unit with the function of providing legal support for businesses to operate professionally and effectively.
Research and propose to turn legal support activities for enterprises into a type of public service, partially funded by the state budget to create conditions for the Center to proactively and continuously deploy focused, key, regular and continuous training, education, consulting, legal advice, and support in resolving legal problems for small and medium enterprises.
