Resolving conflicts, strengthening neighborhood ties and village love

Grassroots mediation (GMS) contributes to maintaining order and stability in residential areas, hamlets, and villages. Not only is it an "extended arm" of the government in handling conflicts early, the GMS team also contributes to strengthening solidarity among the people, promptly resolving many small cases, and limiting prolonged complaints and lawsuits.

Keep the village love and neighborhood spirit

After the merger, My Loc commune, Tay Ninh province has 14 hamlets with more than 41,200 people, most of whom live on farming. This particularity makes land issues and plot boundaries sensitive, easily leading to disputes.

The grassroots mediation team of Can Giuoc commune attended the seminar on improving the quality of grassroots mediation team activities co-organized by the locality.

For example, Mr. HL and Mr. LTT's households had a dispute over the field boundary in Thuan Tay 1 hamlet, My Loc commune, which lasted for nearly 3 years. The lawsuit was sent to the People's Court. However, after 3 times the HGCS Team and the commune's land officials came to work and analyze, the two households signed a commitment and no longer had any disputes. Since then, the village and neighborhood relationships have been preserved.

Recalling the incident, Mr. HL said: “At first, I was also upset, both sides did not want to meet, but thanks to the hamlet mediation team's analysis and gentle advice, I was able to clearly see right and wrong. Finally, we sat down and had a frank discussion, and the most precious thing was to maintain the village and neighborhood relationship.”

Mr. Tran Van Hai (more than 10 years as Head of the Mediation Team of Thuan Tay 1 Hamlet, My Loc Commune), shared: “When we know that people have conflicts, we find out the cause and analyze it so that both sides can "cool down". Some cases are discussed emotionally, some are based on the law, but the general principle is fairness and transparency”. Thanks to that approach, in 2024, the successful mediation rate of My Loc Commune will reach over 85%.

Not only land disputes, many conflicts related to marriage, family, community activities, and borrowing money are also promptly resolved by the HGCS team. Over the years, An Luc Long commune has been considered one of the localities with a high rate of successful mediation at the grassroots level in the province. In 2024, the local mediation rate will reach over 90%.

Mr. Tran Van Hai (Head of the Mediation Team of Thuan Tay 1 Hamlet, My Loc Commune) listened to opinions and encouraged self-negotiation to reach consensus.

Through the work of HGCS, the locality also integrates the promotion of legal propaganda for the people. The content focuses on the Law on Marriage and Family, the Land Law, and the Law on HGCS. Mr. Nguyen Van Hoang (Head of the Conciliation Team of Cau Kinh Hamlet, An Luc Long Commune), who received a certificate of merit from the Provincial People's Committee for his outstanding achievements in 10 years of implementing the Law on HGCS, shared: "People trust the mediators at the grassroots level because of their impartiality, closeness, and understanding. We consider conciliation not only to eliminate conflicts but also an opportunity to propagate the law, helping people raise awareness and self-regulate their behavior."

Statistics show that the whole province currently has about 1,500 conciliation teams with more than 9,000 HGCS; the annual successful conciliation rate reaches over 95%. When conflicts are handled skillfully and promptly, people do not file lawsuits at higher levels. This is a factor that contributes to creating social consensus. Mr. PVT (residing in Tan An ward) shared: "Previously, I thought that I had to go to court to resolve disputes. Thanks to the HGCS team, conflicts are resolved satisfactorily right from the beginning, and the neighborly relationship remains the same."

Resolving disputes and conflicts right at the grassroots level not only saves time and money but also reduces pressure on administrative agencies and courts, and helps local officials grasp the population situation.

Director of the Department of Justice Phan Thi My Dung emphasized: "Each successful conciliation case is not just a statistical number but a story of trust. When people see the government as close, respectful, and listening, they will voluntarily comply with the law and work with the government to build community life"./.
