Complete construction of Bach Mai Hospital's second facility in mid-July, Viet Duc Hospital in mid-September

During a field inspection at the second facility project of Viet Duc and Bach Mai Hospitals, Deputy Prime Minister Le Thanh Long made urgent requests to complete the two projects this year.

This afternoon, April 17, Deputy Prime Minister Le Thanh Long inspected the project of the second facility of Viet Duc and Bach Mai Hospitals in Ha Nam province.

Committed to completing on time

Reporting to the Deputy Prime Minister, Deputy Minister of Health Le Duc Luan said that Viet Duc Friendship Hospital is completing the profile, configuration, and preliminary price, expected to be completed before April 20.

According to the Ministry of Health, the Bach Mai Hospital 2 project is expected to complete construction on July 15. The total workforce maintained at the site by contractors is about 50 - 70 people. The investor is continuing to urge the contractors to progress.

For the Viet Duc Hospital 2 project, the construction part is expected to be completed before September 15. The total workforce maintained at the site by the contractors is about 200 people.

Committed to completing the two hospitals on schedule, the contractor representative hopes to receive early payment for the completed volume to have more resources to continue implementing the project.

Mr. Duong Duc Hung, director of Viet Duc Hospital, confirmed that the hospital has a recruitment plan to ensure enough human resources for the second facility when it comes into operation.

The leaders of Viet Duc Hospital said that it is necessary to soon launch a bidding process for equipment procurement because there is specialized equipment that requires delivery time.

Sharing the same view, Director of Bach Mai Hospital Dao Xuan Co suggested that after winning the bid, the supplier cannot deliver the equipment immediately but needs to spend more time to produce. Bach Mai Hospital suggested that Ha Nam province establish a bus route connecting the two facilities.

The two hospitals also recommended reviewing the smart technology system to ensure it meets the standards of smart hospitals and electronic medical records.

Increase construction workforce for Viet Duc and Bach Mai Hospitals

Expressing dissatisfaction with the construction atmosphere at the site, Deputy Prime Minister Le Thanh Long requested to increase the number of construction workers for the two projects and further strengthen the capacity of the project management board.

The Deputy Prime Minister acknowledged that "this inspection was better than the previous one, there was more atmosphere in the field, there was progress, some more work was done" but he could not be assured.

He said the two projects have been discussed many times in meetings of the Central Steering Committee on preventing and combating corruption, waste, and negativity and have received great public attention.

"Through the report, you guys talk about difficulties but there are no solutions. Difficulties have been talked about a lot, now there must be solutions and we must share responsibility," the Deputy Prime Minister requested.

The Deputy Prime Minister said that it is necessary to further promote the role of chief engineers and commanders from the ministerial level to the management board, and he pointed out three "key points".

Firstly, we must complete a large contract, finalize the design, and appraise the design, only then can we approve the capital budget.

Second , the medical equipment procurement package depends heavily on external factors. The Deputy Prime Minister requested that more practical solutions be found to address this issue.

The third key is the software package. The Deputy Prime Minister requested that this issue be carefully calculated and not taken lightly.

The Deputy Prime Minister requested the leaders of the Ministry of Health to continue to spend more time and closely follow the project, immediately handling any arising issues. The Ministry of Health agreed with the Ministry of Finance to resolve the financial issue, and immediately begin implementing the medical equipment bidding package procedures.

Recently, the Government Inspectorate issued a conclusion assessing the investment project to build new facilities 2 of Bach Mai and Viet Duc Hospitals, which had been abandoned for 10 years, causing damage and waste of more than 1,200 billion VND.

The Government Inspectorate recommended that the Prime Minister direct the Ministry of Health to review and take strict legal action against the ministers and deputy ministers in charge of the two projects in each period related to the violations and wrongdoings stated in the conclusion.

At the same time, the inspection agency has transferred the case to the Ministry of Public Security for investigation due to suspected signs of crime.
