According to parents, on the morning of December 16th, Bui Thi Xuan Primary School required students to remove their warm jackets and wear only their uniforms during the weekly flag-raising ceremony. The ceremony was attended by representatives from various government agencies.

Notably, the weather that morning was very cold, below 20 degrees Celsius. While the children huddled in the courtyard, the teachers were still wearing warm coats and scarves.
"The school only cares about appearances and image, not the health of the students. With this cold weather, the school is making them take off all their warm clothes. What will happen if they catch a cold?" one parent complained.
Speaking to Tien Phong newspaper, Mr. Nguyen Thanh Lich, Head of the Education and Training Department of Lien Chieu district, confirmed that the incident occurred at Bui Thi Xuan Primary School.
He said that during the flag-raising ceremony on the morning of December 16th, the school incorporated a maritime and island education program for students in grades 4 and 5, with the participation of many parents and representatives from other relevant agencies. The weather that morning was quite cold, but the students only wore their uniforms and did not bring warm jackets.
“The Department has received many complaints and concerns from parents regarding this issue and is currently requesting the school to provide a detailed report on the matter. At the same time, the Department of Education and Training is also requesting schools to rectify the situation, limit outdoor activities in cold, rainy weather, pay attention to the weather, and keep students warm,” Mr. Lich said.
