This conference is of utmost importance, focusing on assessing the situation and results achieved in all fields in 2024. Under the leadership of the Party, headed by the General Secretary and the drastic participation of the entire political system, the business community and the people of the whole country, the socio-economic situation continues to show a positive recovery trend, with each month being better than the previous month, and the growth of each quarter being higher than the previous quarter. It is expected to achieve and exceed all 15/15 main targets.

At the Conference, delegates also discussed and pointed out the limitations, shortcomings, difficulties, challenges, causes and lessons learned. On that basis, tasks and solutions were proposed to successfully implement the directions and tasks that the Central Committee concluded and the National Assembly passed the Resolution, especially the 2025 socio-economic plan, focusing on key and breakthrough issues.

At the Conference, Permanent Deputy Prime Minister Nguyen Hoa Binh presented a report on directions, key tasks, and breakthroughs in implementing the 2024 Socio-Economic Plan.

Deputy Prime Minister Nguyen Hoa Binh emphasized that in the context of more difficulties and challenges than opportunities and advantages, under the close and timely leadership and direction of the Central Executive Committee, directly and regularly by the Politburo and the Secretariat; the close accompaniment and coordination of the National Assembly and agencies in the political system; the support and active participation of the people and the business community; and the help of international friends; the Government and the Prime Minister have closely followed the Resolutions and conclusions of the Party Central Committee and the National Assembly to direct and operate in the right direction, resolutely, scientifically and flexibly with the motto "Discipline, responsibility, proactiveness, timely, accelerated innovation, sustainable efficiency".

Thanks to that, our country's socio-economic situation continues to recover very positively, each month is higher than the previous month, 2024 achieves many outstanding results in all fields and is better than 2023.

From the practical leadership and management in the past time, we have drawn 5 valuable lessons. The most important of which is the lesson of solidarity of the whole Party, the whole people, the nation, international solidarity and the lesson of grasping the situation, responding proactively, promptly, flexibly and effectively with policies.

According to Deputy Prime Minister Nguyen Hoa Binh, 2025 is of great significance and is the year of many important events for the country. The tasks are extremely heavy. We must "accelerate and break through" to achieve the socio-economic development goals of 2025 and the entire 2021-2025 term, creating a premise to implement the socio-economic development plan for the 2026-2030 period.

The theme of 2025 is "Discipline, responsibility; proactive and timely; streamlined and effective; accelerated breakthrough".

The Government and the Prime Minister focus on directing the synchronous implementation of resolutions and conclusions of the Party and the National Assembly, focusing on 3 strategic breakthroughs, 6 key tasks, 12 main groups of solutions and 185 specific tasks to achieve the goals and targets.

Specifically, the general goals are: Continuing to prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; perfecting institutions and laws; developing infrastructure; improving the quality of human resources; developing science and technology, innovation; digital transformation, green transformation, circular economy; developing culture, ensuring social security, improving people's lives; fighting against corruption, negativity, and waste; consolidating and strengthening national defense and security, firmly protecting independence and sovereignty; maintaining political security, order, and social safety; promoting foreign affairs and international integration; enhancing the prestige and position of our country in the international arena.

The main targets set are: striving for a growth rate higher than 8%; the consumer price index (CPI) increasing by an average of about 4.5%; the poverty rate according to the multidimensional poverty standard decreasing by about 0.8-1% and 71 other targets.

8 key points and breakthroughs of 2025

From the above goals and targets, Deputy Prime Minister Nguyen Hoa Binh proposed 8 key and breakthrough tasks and solutions for 2025.

Specifically, first, perfecting institutions is the "breakthrough of breakthroughs"; streamlining the apparatus, improving effectiveness and efficiency; successfully organizing Party Congresses at all levels, towards the 14th National Congress of the Party.

Fully and promptly institutionalize the Party and State's policies and guidelines. Submit to the National Assembly for comments and approval of 38 draft laws; including amending and supplementing a number of important laws such as the Law on Promulgation of Legal Documents, the Law on Government Organization, the Law on Organization of Local Governments, the Investment Law, the Enterprise Law, and actively participating in perfecting the Law on Organization of the National Assembly... Building institutions, creating a legal framework for rapid and healthy development of all types of markets (finance, securities, science and technology, startups, innovation, labor, real estate...). Summarizing specific mechanisms, policies, and pilot models for legalization.

Focus on reorganizing the apparatus "Slim - Lean - Strong - Effective - Effective - Efficient" associated with decentralization, decentralization, promoting initiative, self-reliance and self-reliance of all levels; eliminate the "ask - give" mechanism. Complete the reorganization of the apparatus of Government agencies in February 2025. Effectively deploy mechanisms, policies and regimes in reorganizing the apparatus, while attracting and promoting talents; build and protect a team of cadres and civil servants with expertise, good moral qualities, high sense of responsibility, daring to think and dare to do for the common good. Issue and effectively implement the License Reduction Program at ministries, branches and localities to facilitate businesses and citizens; comprehensively innovate the settlement of administrative procedures, providing public services on digital platforms and regardless of administrative boundaries.

Strictly implement Directive No. 35-CT/TW of the Politburo, successfully organize Party Congresses at all levels of Party organizations in the Government Party Committee. Actively and creatively participate in preparing documents for the 14th National Party Congress. Prepare and introduce quality personnel to the Central Executive Committee and Party Committees at all levels.

Second, prioritize promoting growth associated with macroeconomic stability, controlling inflation, and ensuring major balances of the economy. In particular, focus on immediately building economic growth scenarios for the year 2025 for the whole country and each locality with specific, breakthrough, feasible, and effective tasks and solutions; in which strive for the national growth rate in 2025 to reach over 8% or 10% under favorable conditions, creating momentum, force, position, and confidence for double-digit growth in the period 2026-2030. Localities with potential and strengths such as large cities, localities that are locomotives and growth poles need to strive to achieve a growth rate higher than the national average.

Continue to operate monetary policy proactively, flexibly, promptly, effectively, in a synchronous, harmonious, and close coordination with a reasonable, focused, and key expansionary fiscal policy. Strongly develop the financial and capital markets; resolutely implement solutions to upgrade the Vietnam Stock Market. Improve credit quality, strive for credit growth of over 15%. Strengthen financial and state budget discipline; strictly manage, strive for state budget revenue in 2025 to be at least 10% higher than in 2024; thoroughly save on expenditure, especially regular expenditure.

Renewing traditional growth drivers: Focus on promoting public investment disbursement from the beginning of the year; develop a medium-term public investment plan for the 2026-2030 period, ensuring no more than 3,000 projects. Resolutely withdraw projects that are not implemented on schedule, eliminate unnecessary projects. Promote public-private cooperation; develop effective criteria and mechanisms to selectively attract foreign investment. Synchronously implement solutions to stimulate domestic consumption, promote international and domestic tourism; strive to attract 120-130 million domestic visitors and 20 million international visitors by 2025. Promote trade and export promotion; make the most of 17 signed FTAs; expand and effectively exploit new markets, especially Halal, Latin American and African markets.

Effectively exploiting new growth drivers and new productive forces: Effectively implementing the Action Program to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; effectively building and operating the National Data Center and national and specialized databases; striving to be among the top 4 ASEAN countries in e-government rankings by 2025. Having a strong enough mechanism to attract investment and develop emerging industries and fields, high technology such as semiconductor chips, artificial intelligence, cloud computing, optoelectronics, internet industry and internet of things, cultural industry, entertainment industry, biomedical technology, clean energy, etc.

Focus on implementing solutions to increase labor productivity quickly and sustainably: Strongly promote technological innovation, train high-quality human resources; issue a Human Resource Development Strategy to 2030, vision 2050. Comprehensively transform the labor structure; develop a sustainable and effective labor market; support workers to start businesses and innovate; develop a labor market information system.

Third, mobilize social resources to the maximum, effectively exploit resources from state-owned enterprises, and strongly develop private enterprises. Resolutely implement solutions to mobilize resources from the state budget, domestic and foreign loans, public-private partnership resources and other legal sources to accelerate investment in large-scale projects with spillover effects. Urgently remove obstacles to effectively unleash resources from the real estate market, securities, and corporate bonds.

Improve the investment and operational efficiency of state-owned enterprises in a comprehensive and sustainable manner, commensurate with the resources held; focus on reviewing and amending Law No. 69/2014/QH13 in the direction of reducing costs for enterprises, limiting the "ask - give" mechanism, thoroughly handling difficulties in capital investment in enterprises. Focus on developing the private economy to become an important driving force; strive for the private economic sector's contribution to GDP to reach about 55% by 2025; promulgate the National Strategy on developing the team of entrepreneurs until 2035, with a vision to 2045. Develop a Project on mechanisms and policies for the formation and development of ethnic enterprises, playing a pioneering and leading role, and a Project on developing small and medium enterprises.

Fourth, promote the development of strategic infrastructure, especially national key projects. Strive to complete 3,000 km of expressways and over 1,000 km of coastal roads by the end of 2025. Comprehensively invest in digital infrastructure, research and development (R&D) infrastructure, upgrade national telecommunications backbone infrastructure, submarine optical cables; promote 5G commercialization, 6G research, application of satellite services... Focus on upgrading and expanding a number of expressways according to the planning scale; exploit the Tan Son Nhat T3 and Noi Bai T2 terminal projects; build the North-South high-speed railway, routes connecting with China, urban railways in Hanoi and Ho Chi Minh City. Strive to basically complete Long Thanh International Airport in 2025. Do a good job of preparing for investment in key national works and projects in the 2026-2030 period. Focus on developing health, education, social infrastructure and responding to climate change.

Building an international financial center in Ho Chi Minh City and Da Nang City, and free trade zones in some key economic localities. Effectively implementing the Power Plan VIII; ensuring sufficient power supply for production, business and consumption in both the short and long term; researching and developing mechanisms and policies for electricity development, renewable energy, hydrogen; initiating nuclear power projects. Researching the effective exploitation of marine space, underground space, and outer space.

Fifth, promote Party building, prevent and combat corruption, negativity and waste. Build a clean and strong Party organization, improve the leadership capacity and fighting strength of Party organizations and the contingent of cadres and Party members to meet the requirements and tasks in the new situation and new era.

Focus on reviewing and thoroughly removing difficulties and obstacles of projects, especially invested renewable energy projects, BOT projects, real estate projects... that are backlogged and prolonged. Closely monitor the implementation of projects to avoid corruption, loss and waste. Strengthen the management of state budget revenue and expenditure more effectively, increase revenue, reduce expenditure, save state budget, especially regular expenditure, allocate resources to increase expenditure for human development, ensure social security and development investment expenditure.

Organize the synchronous implementation of solutions to prevent and combat corruption, negativity and waste; effectively deploy the activities of the Steering Committee on Waste Prevention and Combat headed by the Prime Minister. Amend the Law on Practicing Thrift and Combating Wastefulness. Inspect and strictly handle violations causing major waste to set an example. Strictly implement the conclusions of inspections and examinations; promptly resolve denunciations and recommendations on corruption, negativity and waste.

Sixth, develop culture, ensure social security, proactively prevent and combat natural disasters, and respond to climate change. Invest in and develop culture in harmony with the economy and society. Develop and promulgate the Strategy for the development of Vietnam's cultural industry; effectively implement the National Target Program on cultural development for the period 2025-2035. Well organize activities to celebrate major holidays and important events of the country in 2025.

Summarize phase 1 of the two national target programs on socio-economic development in ethnic minority and mountainous areas and sustainable poverty reduction to propose implementation in the next phase. Implement well the preferential policy for people with revolutionary contributions, and support vulnerable groups. Continue to improve medical examination and treatment capacity; control epidemics well; expand remote medical examination and treatment activities, and ensure adequate supply of medicines, vaccines, and medical equipment.

Implement well the policies on ethnicity, religion, belief, population, work for the elderly, youth, gender equality, for the advancement of women; create a safe, friendly, healthy living environment for children. Strive to complete over 100,000 social housing units by 2025; concentrate all resources to completely eliminate temporary and dilapidated houses by the end of 2025.

Proactively respond to climate change, prevent and combat natural disasters, strengthen resource management, protect the environment, and promote green development. Develop and effectively implement 3 projects: (1) Project to prevent subsidence, landslides, flooding, drought, and saltwater intrusion in the Mekong Delta; (2) Project to prevent landslides, flash floods, and flash floods in the Central and Northern mountainous regions; (3) Project to overcome air pollution in urban areas.

Seventh, ensure political stability, firmly protect independence, sovereignty, and territorial integrity; promote foreign affairs and international integration. Improve the quality of forecasting and strategic advice on defense, security, and foreign affairs, avoid being passive or surprised. Continue to build and consolidate all-people national defense, build a "people's heart position", firmly protect the airspace, sea, border, inland, and cyberspace; improve combat readiness, promote the defense industry; by 2025, basically complete the goal of building a "lean, compact, and strong" Army. Ensure political security, maintain national security; effectively handle risks and challenges from cyberspace and high-tech crimes; focus on preventing and combating all types of crimes, ensuring social order and safety.

Implementing synchronously, comprehensively and effectively foreign affairs and international integration activities to serve national development, consolidate and enhance Vietnam's international prestige and position. Promoting economic diplomacy, focusing on science and technology diplomacy. Successfully organizing multilateral and bilateral international events.

Finally, eight is to proactively disseminate information and propaganda, creating motivation and social consensus. Strengthen information and communication work, fully and promptly reflect the Party's guidelines and policies, the State's policies and laws. Lively, attractively, and multi-platform propaganda about major and important events of the country in 2025; disseminate models and typical examples of "good people, good deeds", create a vibrant competitive atmosphere, motivate and encourage the community, people and businesses to rise up and contribute to the country. Effectively manage social networks; provide timely and official information on issues of public concern. Resolutely fight and refute the distorted arguments of hostile forces.

Chairman of the Ho Chi Minh City People's Committee Phan Van Mai: I would like to sincerely thank the leaders and central agencies for their attention, leadership, and close direction to Ho Chi Minh City, supporting the city, thanks to which we have achieved quite good results, contributing to the overall results of the whole country. In terms of growth, Ho Chi Minh City achieved a growth rate of 7.17%; budget revenue of about 508,000 billion VND.

What Ho Chi Minh City is very pleased with is the attention, leadership, and direction that has helped the city resolve difficulties and problems. Thanks to that, many projects that have been backlogged for many years have been restarted, completed, and put into use, including Metro Line 1. Many traffic works that we have completed and inaugurated at the end of 2024, many large projects and large projects have been prepared, through competent authorities, such as the International Financial Center project, the urban railway project, the Can Gio International Transit Port project, Ring Road 4, Ho Chi Minh City-Moc Bai Expressway... These are strategic infrastructure projects of the region.

Recently, the Prime Minister and Steering Committee 1568 worked with Ho Chi Minh City on the backlog and problems and certainly in the near future, more will be resolved, more resources will be released, contributing to double-digit growth in 2025.

With the mission of 2025, Ho Chi Minh City has identified it as the year of acceleration to reach the finish line and strive to complete and exceed all socio-economic targets, prepare plans and prepare necessary conditions to enter the new term with the goal of double-digit growth.

To implement this goal, in 2025, the city will deploy 22 targets with 9 groups of tasks and solutions.

About the 5 tasks to focus on:

Firstly, the City seriously organizes and arranges the apparatus according to the direction of the Central Government, associated with restructuring of functions and tasks, restructuring of the team of civil servants and public employees, and strong digital transformation, to improve efficiency and effectiveness.

Second, the City focuses on effectively implementing Prime Minister's Directive No. 137/CT-TTg as well as Directive 19 of the City People's Committee, including improving administrative discipline, focusing on removing backlog projects and works, including both public and private ones, to mobilize at least VND 620,000 billion to ensure growth of 10% or more.

Third, urgently implement the city planning approved by the Prime Minister in 2025 to implement key projects associated with the development of an international financial center as well as projects such as Can Gio international transit port, Ring Road 4 and urban railway.

Coordinate to deploy key projects such as Terminal T3 and Ring Road 3 to be basically completed by the end of 2025.

Fourth, the city will urgently complete and put into operation the city's creative startup center in conjunction with promoting the activities of the 4.0 Industrial Revolution Center in the World Economic Forum network.

We will coordinate with the Ministry of Science and Technology to put the Southern National Center for Science, Technology and Innovation into operation and consider these as important contents to implement Resolution 57 of the Politburo.

On Thursday, the city will focus on preparing and implementing activities to celebrate the 50th anniversary of the liberation of the South, major holidays of the year, and party congresses at all levels. The city would like to propose 3 contents to the Government and the Prime Minister.

Firstly, support the City to resolve the backlog. Through the operating mechanism of Steering Committee 1568, we find it very effective and hope to continue to receive attention from the Government, the Prime Minister, and the Steering Committee to help free up resources for the economy and if resolved well, there will certainly be tens of thousands of billions of VND entering the economy by 2025.

Second, regarding the organizational arrangement, we really want to have an orientation and legal framework for the state administrative agency system to manage key, basic issues. As for matters that can be transferred to the economy and society, we need a legal framework to promote the strength of the economy and society.

Thứ ba, đề nghị Chính phủ, Thủ tướng Chính phủ, Chủ tịch hai Hội đồng vùng kinh tế rất quan trọng là Hội đồng vùng Đồng bằng sông Hồng và Vùng Đông Nam Bộ nên có nghiên cứu, đề xuất cơ chế chính sách để làm sao chúng ta phát huy liên kết vùng, phát huy nguồn lực 2 vùng. Và nếu chúng ta làm tốt thì 2 vùng này sẽ đóng góp trên 50% GDP của cả nước, giúp cho đất nước vững vàng bước vào kỷ nguyên mới.

Chủ tịch UBND TP. Hà Nội Trần Sỹ Thanh cho biết, năm 2024, Đảng bộ, chính quyền và nhân dân Thủ đô tiếp tục đoàn kết, thống nhất, nỗ lực triển khai và đạt một số kết quả như sau:

Tiếp tục thể chế hóa Nghị quyết số 15 của Bộ Chính trị, được sự quan tâm của Chính phủ, Quốc hội, bộ ngành Trung ương, Luật Thủ đô (sửa đổi) đã thông qua, bên cạnh Quy hoạch Thủ đô và Điều chỉnh Quy hoạch chung Thủ đô, là cơ sở pháp lý quan trọng cho phát triển Thủ đô, tạo không gian phát triển mới trong kỷ nguyên mới.

Thành phố đã hoàn thành 23/24 chỉ tiêu Kế hoạch phát triển kinh tế-xã hội của năm 2024; tăng trưởng đạt 6,52% (năm 2023 là 6,27%). Quy mô GRDP đạt gần 59 tỷ USD, GRDP bình quân đầu người đạt gần 6.500 USD. Thu ngân sách đạt 509,3 nghìn tỷ đồng (lần đầu tiên vượt 500 nghìn tỷ đồng), tăng gần 23,8% so với 2023; trong đó thu nội địa chiếm gần 94%. Vốn FDI đạt trên 2 tỷ USD. Số doanh nghiệp thành lập mới đạt hơn 29 nghìn, nâng tổng số doanh nghiệp trên địa bàn đạt trên 400 nghìn.

Nhiều công trình, dự án của thành phố đã được khánh thành, được khởi công chào mừng kỷ niệm 70 năm Ngày Giải phóng Thủ đô. Đồng thời, Thành phố đang tập trung nguồn lực đầu tư xây dựng thêm 9 cầu vượt sông Hồng (hiện nay đã có 9 cầu); đã phê duyệt dự án đầu tư xây dựng 3 cầu (Hồng Hà, Mễ Sở, Vân Phúc), đồng thời đang tập trung chỉ đạo để quyết định chủ trương đầu tư 3 cầu (cầu Tứ Liên, cầu Trần Hưng Đạo và cầu Ngọc Hồi).

Bên cạnh đó, TP. Hà Nội đang quyết liệt thực hiện các biện pháp xử lý ô nhiễm môi trường với tinh thần triệt để, thực chất, toàn diện; phát động Phong trào "Sáng, xanh, sạch, đẹp Thủ đô", với cách làm mới, huy động sự vào cuộc của cả hệ thống chính trị và mọi tầng lớp nhân dân Thủ đô tham gia.

Công tác an sinh xã hội được đảm bảo; các lĩnh vực văn hóa, giáo dục, y tế được quan tâm; hoạt động Kỷ niệm 70 năm Ngày giải phóng Thủ đô đã để lại nhiều cảm xúc trong lòng người dân và bạn bè quốc tế. Chất lượng giáo dục và đào tạo tiếp tục giữ vững.

Cải cách hành chính, chuyển đổi số gắn với Đề án 06 được xác định là khâu đột phá. Thành phố có nhiều cách làm theo chỉ đạo của Ban Chỉ đạo Trung ương và đã thực hiện thí điểm thành công, tạo đà cho lĩnh vực y tế, giáo dục, tư pháp triển khai hiệu quả.

Hai Duong Provincial Party Secretary Tran Duc Thang: reported on some outstanding results of local socio-economic development in 2024 and directions and tasks for 2025.

Firstly, in 2024, Hai Duong is one of the northern provinces directly and heavily affected by storm No. 3, the strongest in many years. With high determination, Hai Duong has grown strongly, up 12% compared to 2023, the highest in the past 10 years. The industrial, processing and manufacturing sector continues to be a bright spot with growth reaching 14.17%.

Second, for the first time, the province's budget revenue reached over 30,000 billion VND, marking an important development step in financial work, putting Hai Duong in the group of 10 provinces and cities with budget revenue reaching the 30,000 billion VND mark.

Third, we have focused on investing in and completing infrastructure, especially key transport projects, inter-regional connections, and expanding new development space for the province. Tourism has improved, attracting about 2.3 million visitors, an increase of 53.3% over the same period last year. The poverty reduction rate reached nearly 3%, the remaining poor households in the area accounted for 4.31%, near-poor households accounted for 3.65%.

Budget revenue in 2024 exceeded the plan by 21%, attracting 1.2 billion USD of FDI capital, ranking among the top 10 localities in 2024. By December 31, 2024, the province had disbursed over 95% of the plan assigned by the Prime Minister, and 97% of the national target program. The province pays special attention to economic infrastructure, foreign affairs, national defense and security, etc.

In addition, the province still has some shortcomings, limitations, difficulties and problems. One is the bottleneck in developing key economic sectors, especially renewable energy. Second, the province's investment resources are still limited, so it has not been able to access ODA capital and preferential loans, making it difficult to invest in essential infrastructure for development.

2025 is a year of special importance, the final year of the term, the year of acceleration, a breakthrough to the finish line to strive to achieve the highest results in the goals and targets as directed by the Central and the Government (in Official Dispatch 140, localities must achieve double-digit GRDP growth). Thoroughly grasping the spirit of the Central Executive Committee's conclusion, Ninh Thuan province highly agrees with the draft resolution of the Government. With that spirit, the province continues to innovate in thinking and action, resolutely creating strong changes in direction and administration, especially the responsibility to set an example in implementing tasks, continuing to closely follow the Resolutions of the 13th National Party Congress and the 14th Provincial Party Congress, the Resolution of the Government on the 2025 socio-economic plan concretized into an action program, the province sets a growth target with the determination to increase GRDP growth by 13-14% in 2025, focusing on completing the apparatus arrangement in the first quarter of 2025, leading the serious implementation of the fight against waste in accordance with the direction of the Central Government and the Prime Minister's Official Dispatch 112 as well as focusing on immediately overcoming limitations.

In particular, focus on immediately implementing the province's tasks to restart the Nuclear Power Plant project.

Regarding recommendations and proposals, Ninh Thuan is honored to be allowed by the Central Government to continue to restart the construction of the nuclear power plant. This is a particularly important task. The cadres and people of Ninh Thuan province always agree and are ready to immediately implement the tasks assigned by the Central Government.

Ninh Thuan recommends that the Government, ministries, branches and localities pay attention to support: First, to soon determine the roadmap for building a nuclear power plant and complete the relevant planning legal system so that the province has a legal basis to carry out the next tasks.

In the context of restarting the nuclear power plant, to support, take advantage of opportunities and motivation to promote the province's social sciences in the coming time according to the Conclusion of the General Secretary in Notice 113 of the Central Office as well as the direction of the Prime Minister (who agreed to let the province develop a national priority policy), currently, the province is determined to focus on developing this policy and will complete it in the first quarter of 2025. The province hopes that the leaders of the Central Government will pay attention to soon approve this policy mechanism to create conditions for the province to carry out the next tasks.

Lao Cai Provincial Party Secretary Dang Xuan Phong expressed his high agreement with the country's achievements in 2024; as well as the messages of innovation for the country to enter a new phase.

Although there are still many difficulties, especially being heavily affected after storm No. 3, with determination and efforts, the socio-economy of Lao Cai province still achieved important results. Specifically, GRDP growth reached 7.38%, budget revenue reached nearly 13 trillion VND, 40% higher than the assigned plan; disbursement of public investment capital reached 120% of the plan.

In the social field, the work of people's cultural and social security has achieved many comprehensive results. In particular, the work of overcoming the consequences and circulating storm No. 3 has been carried out resolutely and effectively. The province has also focused on building social housing (starting 6 projects, reaching 63% of the plan assigned by the Prime Minister until 2030); implementing the plan to eliminate 11,000 temporary houses for poor households (more than 60% has started).

National defense and security are always ensured, borders are stable, foreign affairs activities are promoted, and are increasingly effective, creating favorable conditions for socio-economic development.

The Lao Cai Provincial Party Secretary said that the two lessons learned by the locality are: If determined, united, confident, truly responsible and exemplary and have high consensus, no matter how difficult it is, it can be completed; do a good job of information and communication work, stick to reality, launch practical and effective patriotic emulation movements to inspire, motivate, create trust and consensus in society, and create a new atmosphere for development.

In 2025, Lao Cai province will focus on and prioritize economic development with high goals to strive for a double-digit growth scenario, resolutely transform digitally, reform administration, remove difficulties, streamline the apparatus and fight waste.

The province has set a number of specific goals such as: Starting the high-speed railway project in Lao Cai; starting the construction of Lao Cai airport; starting and completing the 500 KV power line from Vinh Nhien to Lao Cai, completing the smart border gate...

In the social field, Lao Cai focuses on completing all 14,000 houses to eliminate all temporary houses of poor households by June 2025; completing 70% of the social housing assigned by the Prime Minister by 2030, the poverty rate will be reduced to the lowest level.

Bí thư Tỉnh uỷ Nghệ An Nguyễn Đức Trung khẳng định, Chính phủ đã điều hành đúng theo phương châm đã đề ra từ đầu năm, kỷ cương, trách nhiệm, chủ động, kịp thời, tăng tốc, sáng tạo, hiệu quả và bền vững.

Thứ nhất là điều hành thực hiện các dự án trọng điểm theo tinh thần quyết liệt, sâu sắc, hiệu quả, tạo áp lực và biến áp lực thành động lực. Điển hình của Dự án đường dây 500 kV mạch 3, được thực hiện trong thời gian rất ngắn với nhiều công việc. Thực sự là một kỳ tích truyền cảm hứng cho các địa phương thực hiện các dự án.

Thứ hai là việc hoàn thiện thể chế, pháp luật, tạo thông thoáng hơn, phân cấp mạnh mẽ hơn. Trong thời gian vừa qua, nhất là tại Kỳ họp thứ 8 của Quốc hội, đã thông qua 18 Luật và 21 Nghị quyết, sửa 4 Luật, tạo điều kiện cho việc thực hiện các nhiệm vụ, khơi thông các nguồn lực cho sự phát triển đất nước nói chung và các địa phương nói riêng.

Thứ ba là Chính phủ, Thủ tướng Chính phủ đã quan tâm chỉ đạo các việc liên quan đến hỗ trợ người dân, nhất là người dân gặp khó khăn do ảnh hưởng của thiên tai, điển hình là người dân ở phía Bắc, chịu tác động của cơn bão Yagi, cơn bão số 3; và những người dân có khó khăn thông qua chương trình xoá nhà tạm, nhà dột nát.

Thứ tư là Chính phủ đã triển khai rất quyết liệt và mạnh mẽ cuộc cách mạng về tinh gọn tổ chức bộ máy.

Trong năm 2024, tỉnh Nghệ An ôi đã đạt và vượt 27/28 chỉ tiêu kinh tế, xã hội. Cụ thể, tăng trưởng GRDP trên 9% (9,01%), thu ngân sách đạt 25.400 tỷ đồng; tiếp tục duy trì top 10 các tỉnh, thành phố trong thu hút đầu tư với 1,75 tỷ USD; giải ngân vốn đầu tư công đạt 92,5%. Nghệ An tập trung hoàn thành được các công trình trọng điểm, đảm bảo yêu cầu về hạ tầng cho sự phát triển trong thời gian tới.

Nghệ An chủ động thực hiện Chương trình xoá nhà tạm, nhà dột nát, hoàn thành 11.787 căn nhà, đạt 75% mục tiêu, và quyết tâm hoàn thành vào ngày 31/8/2025.

Tỉnh cũng đã hoàn thành việc sắp xếp đơn vị hành chính cấp huyện, cấp xã, giảm 1 huyện và 48 xã.

Năm 2025, Nghệ An xác định đặt mức tăng trưởng là không dưới 10%, tập trung chỉ đạo thực hiện thành công, an toàn tuyệt đối Đại hội Đảng các cấp, tiến tới Đại hội Đảng toàn quốc lần thứ XIV; tập trung cao độ để thực hiện và hoàn thành có hiệu quả, có kết quả về tinh gọn, tổ chức bộ máy...

Chủ tịch UBND tỉnh Tây Ninh Nguyễn Thanh Ngọc: Cùng với cả nước với sự nỗ lực lớn, quyết tâm cao của cả hệ thống chính trị và các tầng lớp nhân dân, kinh tế xã hội, quốc phòng an ninh tỉnh Tây Ninh tiếp tục phát triển toàn diện, có mặt nổi bật, đạt và vượt hầu hết các chỉ tiêu cơ bản về kinh tế, xã hội. Tổng thu ngân sách nhà nước vượt cao so với dự toán đạt 118,5%, 100 % huyện, thị xã, thành phố vượt dự toán ngân sách đề ra.

Tây Ninh tiếp tục duy trì nằm trong nhóm các tỉnh, thành phố có tỷ lệ thu hút vốn đầu tư nước ngoài cao nhất, giải ngân vốn đầu tư công đạt chỉ tiêu Thủ tướng Chính phủ giao. An sinh xã hội được bảo đảm. Tiếp tục duy trì nằm trong nhóm các tỉnh, thành phố có tỉ lệ hộ nghèo thấp nhất cả nước, và triển khai được 50 % Chương trình xóa nhà tạm, nhà dột nát. An ninh quốc phòng được bảo đảm, giữ vững chủ quyền, biên giới quốc gia, xây dựng đường biên giới hữu nghị, hòa bình và hợp tác.

Năm 2025, Đảng bộ, chính quyền và nhân dân tỉnh Tây Ninh thể hiện quyết tâm cao trong lãnh đạo, chỉ đạo, điều hành, đề ra các nhiệm vụ, giải pháp cụ thể, đồng bộ mang tính đột phá để phấn đấu đạt mục tiêu tăng trưởng hai con số, trong đó, thực hiện thành công việc sắp xếp tổ chức bộ máy tinh gọn hiệu quả, hiệu lực theo chủ trương trong quý I/2005.

Thứ hai, hiện thực hóa nhanh các mục tiêu, định hướng phát triển kinh tế xã hội, khai thác hiệu quả, tiềm năng lợi thế, huy động mọi nguồn lực để tạo đột phá trong thực hiện phát triển kinh tế trong năm 2025 và cả giai đoạn 2026 – 2030.

Thứ ba, phối hợp chặt chẽ với các tỉnh, thành phố vùng Đông Nam Bộ triển khai nhanh, có hiệu quả quy hoạch vùng và các chương trình hợp tác đã ký kết, đặc biệt là các dự án trọng điểm, liên kết vùng về giao thông.

Thứ năm, quan tâm tháo gỡ khó khăn, hỗ trợ doanh nghiệp đẩy phát nhanh, triển khai thực hiện có hiệu quả các dự án trọng điểm công - tư của địa phương để tạo ra động lực phát triển. Đẩy mạnh cải cách hành chính, chuyển đổi số, chuyển đổi xanh để xây dựng môi trường đầu tư chuyên nghiệp, minh bạch, thân thiện, có tính cạnh tranh cao. Bảo đảm an sinh xã hội, hoàn thành các chỉ tiêu về an sinh xã hội, đặc biệt là hoàn thành chương trình xóa nhà tạm, nhà dột nát và phấn đấu không còn hộ nghèo theo tiêu chuẩn Trung ương vào năm 2025. Giữ vững an ninh chính trị, an toàn trật tự xã hội trong nội địa và trên tuyến biên giới, không để bị động bất ngờ.

"Tây Ninh sẽ nỗ lực lớn, quyết tâm cao vì cả nước, cùng cả nước phấn đấu thực hiện thắng lợi Nghị quyết Đại hội XIII của Đảng, nhất là phấn đấu đạt ở mức cao nhất về tăng trưởng hai con số trong năm 2025, cùng cả nước vững bước, bước vào kỷ nguyên mới, kỷ nguyên vươn mình của dân tộc Việt Nam", Chủ tịch UBND tỉnh Tây Ninh Nguyễn Thanh Ngọc nói.

Bộ trưởng Bộ Tài chính Nguyễn Văn Thắng cho biết, lĩnh vực tài chính, Ngân sách Nhà nước NSNN đạt được một số kết quả nổi bật như sau:

Thu NSNN lần đầu vượt ngưỡng 2 triệu tỷ, đạt 2.037.500 tỷ đồng, bằng đồng, bằng 119,8% (tăng khoảng 336,5 nghìn tỷ đồng) so dự toán, tăng 16,2% so năm 2023. Trong năm, đã thực hiện miễn, giảm gia hạn khoảng 197,3 nghìn tỷ đồng tiền thuế và thu NSNN; thu từ 3 khu vực kinh tế đều vượt dự toán và tăng 10,5% so với năm 2023.

Chi NSNN được điều hành chủ động, quản lý chặt chẽ, theo dự toán và tiến độ triển khai nhiệm vụ; tập trung vốn cho các dự án đầu tư, công trình trọng điểm (đường bộ cao tốc, giao thông liên vùng,...), kinh phí cho các nhiệm vụ quốc phòng, an ninh, khắc phục hậu quả thiên tai, dịch bệnh, thực hiện cải cách tiền lương, trợ cấp các đối tượng chính sách,...

Thị trường chứng khoán, trái phiếu doanh nghiệp đã từng bước vượt qua khó khăn và có bước phát triển ổn định. Đến hết năm 2024, chỉ số VN-Index đạt 1.266,78 điểm, tăng 12,1% so với cuối năm 2023; quy mô vốn hóa đạt 70%GDP năm 2023, tăng 20,6% so cuối năm 2023.

Thị trường bảo hiểm phát triển ổn định, với 85 doanh nghiệp kinh doanh bảo hiểm, tổng tài sản đạt khoảng 1.007.000 tỷ đồng (tăng 10,9% so với năm 2023); đầu tư trở lại nền kinh tế đạt khoảng 850 nghìn tỷ đồng, tăng 13,2%; chi trả quyền lợi bảo hiểm đạt 227,5 nghìn tỷ đồng, tăng 17,9%.

Giá cả, thị trường được kiểm soát ổn định. Bộ Tài chính đã tích cực đề xuất và triển khai giải pháp điều hành; phối hợp với các Bộ, địa phương điều hành giá các mặt hàng quan trọng Nhà nước quản lý giá, như: giá xăng dầu, giá điện, giáo dục, y tế,... góp phần bình ổn giá cả thị trường, kiểm soát giá theo mục tiêu.

Trong năm 2025 Bộ Tài chính sẽ bám sát chỉ đạo của Trung ương, phương châm hành động của Chính phủ, để tập trung chỉ đạo thực hiện các nhiệm vụ trọng tâm.

Một là, tập trung công tác xây dựng, hoàn thiện thể chế, chính sách, pháp luật, tạo bước đột phá phát triển kinh tế đất nước. Trong đó, hoàn thiện và trình Quốc hội thông qua tại kỳ họp thứ 9 đối với các dự án Luật Thuế tiêu thụ đặc biệt (sửa đổi), dự án Luật Thuế thu nhập doanh nghiệp (sửa đổi) và trình Quốc Hội thông qua tại kỳ họp bất thường tháng 2/2025 dự án Luật Quản lý và đầu tư vốn nhà nước tại doanh nghiệp; Tiếp tục đẩy mạnh cải cách thủ tục hành chính, chuyển đổi số, ứng dụng công nghệ thông tin, nhất là trong các lĩnh vực thuế, hải quan, kho bạc nhà nước, góp phần cải thiện môi trường đầu tư, kinh doanh, nâng cao năng lực cạnh tranh quốc gia; tạo ) điều kiện thuận lợi nhất cho doanh nghiệp và người dân.

Hai là, điều hành chính sách tài khóa chủ động, linh hoạt, mở rộng có trọng tâm, trọng điểm, phối hợp nhịp nhàng với chính sách tiền tệ, góp phần thúc đẩy mạnh mẽ tăng trưởng kinh tế, ổn định kinh tế vĩ mô và kiểm soát lạm phát.

Theo đó, tập trung phân bổ, giao dự toán NSNN năm 2025 đảm bảo thời hạn theo đúng quy định của Luật Ngân sách nhà nước; chi NSNN theo dự toán, đúng chính sách, chế độ, tiêu chuẩn, định mức chi; triển khai quyết liệt ngay từ đầu năm để đẩy mạnh giải ngân vốn đầu tư công, tạo động lực thúc đẩy tăng trưởng kinh tế cao hơn mục tiêu.

Tổ chức thực hiện tốt công tác quản lý thu NSNN, mở rộng cơ sở thuế, đảm bảo thu đúng, đủ, kịp thời các khoản thu phát sinh; đẩy mạnh chống thất thu; quản lý có hiệu quả các nguồn thu mới phát sinh từ các giao dịch thương mại điện tử; quyết liệt xử lý, đôn đốc thu hồi nợ thuế; phấn đấu hoàn thành thu NSNN năm 2025 ở mức cao nhất.

Đồng thời, triển khai có hiệu quả, thực chất các chính sách thu đã ban hành như: giảm 2% thuế suất giá trị gia tăng, giảm 50% thuế bảo vệ môi trường đối với các mặt hàng xăng dầu... để hỗ trợ doanh nghiệp vượt qua khó khăn trong sản xuất - kinh doanh, thúc đẩy tăng trưởng kinh tế.

Tổ chức điều hành chi NSNN năm 2025 chặt chẽ, hiệu quả, trong phạm vi dự toán, triệt để tiết kiệm chi thường xuyên, cắt giảm các nhiệm vụ chi chưa cần thiết; tăng chi đầu tư phát triển, đảm bảo quốc phòng, an ninh, chi khắc phục hậu quả thiên tai dịch bệnh và các nhiệm vụ đột xuất, cấp bách khác.

Ba là, tận dụng tối đa dư địa nợ công để đẩy mạnh huy động vốn trong nước thông qua phát hành trái phiếu Chính phủ với lãi suất hợp lý và vay nợ nước ngoài với chi phí thấp, ít ràng buộc nhằm đảm bảo nguồn lực cho các nhiệm vụ chi đầu tư phát triển, đầu tư xây dựng các công trình hạ tầng trọng điểm quốc gia, các dự án kết nối liên vùng, liên quốc gia. Kiểm soát chặt chẽ hiệu quả của từng dự án để tránh gánh nặng trả nợ sau này, chỉ những dự án được tính toán có hiệu quả rõ rệt mới sử dụng nguồn vốn đi vay; phát triển đồng bộ, mạnh mẽ thị trường tài chính, đặc biệt là thị trường trái phiếu và cổ phiếu để tạo điều kiện thuận lợi cho các doanh nghiệp tốt, doanh nghiệp chân chính, có tài chính lành mạnh bổ sung nguồn lực, đẩy mạnh đầu tư, sản xuất kinh doanh.

Bốn là, tăng cường kỷ luật, kỷ cương tài chính, nâng cao hiệu quả quản lý, phân bổ, sử dụng NSNN, tài sản công, gắn với các mục tiêu về tái cơ cấu nền kinh tế, phát triển bền vững; tăng cường quản lý giá cả; phát triển đồng bộ các thị trường tài chính, bảo hiểm, nâng hạng thị trường chứng khoán trong năm 2025.

Năm là, chủ động triển khai quyết liệt, thực chất, hiệu quả công sắp xếp, tinh giản bộ máy theo đúng chỉ đạo của Ban chỉ đạo trung ương và ban chỉ đạo Chính phủ, sớm đưa tổ chức bộ máy mới đi vào hoạt động, đảm bảo tinh - gọn mạnh - hiệu năng - hiệu lực - hiệu quả.

Sáu là tham mưu cho Chính phủ đẩy mạnh công tác phòng chống tham nhũng lãng phí với quan điểm mọi tài sản mọi nguồn lựcđược khơi thông, tăng thu NSNN, nâng cao đời sống cho nhân dân.
