Conference scene.

The conference aims to assess the world , regional and domestic situation related to Vietnam's human rights work; identify challenges that may directly impact the protection and struggle in the field of human rights in Vietnam and key solutions in the coming time.

Attending the conference were Associate Professor, Dr. Le Hai Binh, alternate member of the Party Central Committee, Deputy Head of the Central Propaganda Department; Lieutenant General Dang Xuan Hong, Chief of the Government's Standing Office for Human Rights ; Comrade Nguyen Luu Trung, Vice Chairman of the People's Committee, Head of the Steering Committee on Human Rights of Kien Giang province and more than 250 delegates representing leaders of departments, branches and sectors of 43 provinces and cities.

The 2023 National Human Rights Training Conference takes place in the context of Vietnam's first year as a member of the United Nations Human Rights Council for the 2023-2025 term, effectively implementing international obligations on human rights such as: protecting the National Report on the implementation of the Convention on the Elimination of All Forms of Racial Discrimination (CERD) for the 5th time; Completing and submitting the National Report on the implementation of the International Covenant on Civil and Political Rights (ICCPR); Developing the 2nd National Report on the implementation of the Convention against Torture (CAT); Developing the Draft National Report under the Universal Periodic Review Mechanism (UPR) cycle IV of the United Nations Human Rights Council...

Lieutenant General Dang Xuan Hong, Chief of the Government's Permanent Office for Human Rights, delivered the opening speech at the Conference.

In his opening speech, Lieutenant General Dang Xuan Hong, Chief of the Government's Permanent Office for Human Rights, stated that the current world situation has many complex and unpredictable developments, directly affecting Vietnam's national security. Although traditional and non-traditional security challenges are within the forecast, they are still sudden and unexpected, leaving serious consequences, affecting national security, social order and safety, and institutional stability, especially when sabotage activities in the fields of democracy and human rights are always the "spearhead" of hostile forces.

Therefore, human rights work plays a particularly important role; it is a regular, long-term task to maintain internal stability, develop the socio-economy, ensure human rights; and create a solid foundation for the struggle and refutation.

Comrade Nguyen Luu Trung, Vice Chairman of the People's Committee, Head of the Human Rights Steering Committee of Kien Giang province spoke at the Conference.

Comrade Nguyen Luu Trung, Vice Chairman of the People's Committee, Head of the Steering Committee on Human Rights of Kien Giang province, said that in recent times, the province's socio-economic situation has had many positive changes, national defense and security have been ensured. Policies and guidelines have been implemented promptly and effectively, contributing to improving the quality of life; ensuring the legitimate rights and interests of the people, especially in hunger eradication and poverty reduction; implementing gender equality; freedom of belief and religion... The fight against activities that take advantage of democracy, human rights, ethnicity and religion has achieved positive results.

However, in addition to the achievements, the socio-economic development has not been sustainable; business recovery and development in the province have not been truly stable; sometimes there is a local shortage of medicine and medical supplies, affecting the medical examination and treatment of people; the security and order situation still has potential complications for hostile forces to take advantage of, creating pretexts for distortion and slander.

Therefore, the 2023 Human Rights Training Conference has an important role and significance in both theory and practice in the work of protecting and fighting in the field of human rights.

Comrade Associate Professor, Dr. Le Hai Binh, alternate member of the Party Central Committee, Deputy Head of the Central Propaganda Department, reported on the topic at the Conference.

At the conference, delegates listened to reporters present the following topics: Promoting external information on human rights; workers' rights in international conventions/treaties on human rights that Vietnam has participated in or signed; ensuring freedom of belief and religion and activities that take advantage of freedom of belief and religion to sabotage Vietnam; fighting, collecting information, taking advantage of democracy and human rights issues to interfere in Vietnam's internal affairs; human rights work in the new situation...

The National Human Rights Training Conference is held annually to update the latest information on democracy and human rights; unify awareness for staff directly involved in human rights work; create a forum to share and exchange practical experiences, resolve difficulties and problems, and contribute practically to making the work of ensuring, protecting and fighting for human rights from the central to local levels more effective and practical.
