Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee chaired the conference at the Hanoi bridge.
Attending and chairing the conference at Ninh Binh bridge point were comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; To Van Tu, member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Organization Committee. Also attending were leaders of the Provincial Party Committee's Organization Committee; Heads of the Organization Committees of district, city Party Committees and affiliated Party Committees.
The conference listened to the leaders of the Central Organizing Committee disseminate and implement new documents on Party building and organization work, including: Regulation No. 142-QD/TW, dated April 23, 2024 of the Politburo on piloting the delegation of authority and responsibility to leaders in personnel work. Regulation No. 148-QD/TW, dated May 23, 2024 of the Politburo on the authority of leaders to temporarily suspend subordinate officials from work when necessary or when there are signs of serious violations of Party regulations and State laws. Decision No. 147-QD/TW, dated May 14, 2024 of the Secretariat on promulgating model working regulations of Party committees at the grassroots level in non-state enterprises. Decision No. 179-QD/TW dated July 8, 2024 of the Secretariat on the model working regulations of the Party delegation and Party Executive Committee at the Central level established by the Secretariat. Regulation No. 146-QD/TW dated May 14, 2024 of the Secretariat on the functions, tasks, powers, organizational structure and working relationships of the Party delegation and Party Executive Committee at the provincial level.
Delegates were also informed of: Instruction No. 27 of the Central Organizing Committee guiding on some contents of Directive 35-CT/TW, dated April 16, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party. Regulation No. 145-QD/TW, dated May 10, 2024 of the Politburo on training and updating knowledge and skills for leaders and managers at all levels. Decision No. 143-QD/TW, dated May 3, 2024 of the Secretariat on promulgating model working regulations of district-level Party Committees. Regulation No. 180-QD/TW, dated July 11, 2024 of the Secretariat on senior experts.
Also at the conference, delegates discussed and commented on the summary report on the situation and results of Party building organization work in the third quarter, and the implementation of tasks in the fourth quarter of 2024. Therein, they unanimously assessed: In the third quarter, the whole sector focused on advising on the completion of projects and tasks according to the 2024 Work Program assigned by the Politburo, the Secretariat, and Party committees at all levels to ensure progress and quality. Advised on the careful preparation and quality of content for the meetings of the Central Executive Committee. Completed the summary of the personnel work orientation of the 13th National Congress and drafted the personnel work orientation of the 14th National Congress of the Party; drafted the Summary Report on Party building work and implementation of the Party Charter to be submitted to the 14th National Congress of the Party; drafted the Election Regulations within the Party.
Advise on perfecting and supplementing a number of senior leadership positions of the Party and State, key leaders of localities and units to ensure closeness, democracy, and create high solidarity and unity in the Politburo, the Central Executive Committee and Party committees at all levels.
Proactively advise on the preparation for Party Congresses at all levels and the 14th National Party Congress; issue Guidance on some contents of Directive 35 on Party Congresses at all levels towards the 14th National Party Congress; advise on the activities of the Party Charter Subcommittee, the 14th Congress Personnel Subcommittee, the Steering Committee for strategic-level personnel planning, and subcommittees preparing for Party Congresses at all levels; advise on the planning of the Politburo and the Secretariat; review and introduce additional planning for the 14th Central Executive Committee, term 2026-2031 and review and supplement the planning of the Executive Committee, Standing Committee of Party Committees of key positions at all levels, well prepare for personnel work for congresses at all levels.
Focus on inspection and supervision of Party building organization; innovate working methods, styles, routines and manners with many effective ways. Timely exchange and answer questions to help remove difficulties and obstacles and make recommendations and proposals from Party committees and organizations at all levels.
Notably, the improvement of the quality of party members is implemented synchronously, closely linked with the development of new party members. Ninh Binh is a bright spot in the country in developing party members who are students, ethnic minorities, and religious people with over 500 students, ethnic minorities, and religious people admitted.
At the conference, delegates discussed and clarified the results achieved in Party building organization in the third quarter, and proposed solutions to well implement key tasks in the fourth quarter of 2024, especially the preparation work for Party Congresses at all levels towards the 14th National Congress of the Party.
In his concluding remarks at the conference, Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee, emphasized the necessity and significance of the new regulations of the Central Committee, and at the same time requested localities to focus on thoroughly grasping and implementing them, in which it is necessary to clearly define the role and responsibility of the leaders in organizing the implementation. Noting some new and key contents of the documents, he requested localities to closely follow the regulations for implementation, ensuring synchronization and unity, and promptly bringing the new documents of the Politburo and the Secretariat into life. In the process of implementation, if there are any problems or shortcomings, it is necessary to proactively and promptly discuss with the Central Organizing Committee to report to competent authorities for consideration and resolution.
Regarding the implementation of Directive 35, dated April 16, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party, he emphasized that this is an extremely important document, clearly orienting the viewpoints, principles, goals, requirements and basic contents of preparing for Party Congresses at all levels. He requested Party committees and organizations at all levels to thoroughly grasp, lead, direct, concretize and organize implementation at their level; ensuring synchronization and unity throughout the entire political system.
Regarding the key task of Party building organization in the fourth quarter of 2024, he requested the entire industry to uphold the sense of responsibility, focus on advising leaders, and direct the organization to complete it resolutely. In particular, urgently advise Party committees at all levels to complete the 2024 Work Program; urgently complete projects and tasks assigned by the Central Executive Committee, the Politburo, the Secretariat, and Party committees at all levels to ensure quality and progress. Continue to effectively implement the resolutions and conclusions of the 13th Central Executive Committee, the Politburo, and the Secretariat on Party building organization.
Focus on advising on the preparation for Party Congresses at all levels towards the 14th National Party Congress. The Organizing Committees at all levels advise on the good implementation of the tasks of the sub-committees preparing and organizing the congresses; focus on thoroughly preparing personnel work. Advise on and direct the successful congresses of Party cells under the grassroots Party Committees for the 2024-2027 term and actively prepare for the organization of grassroots congresses for the 2025-2030 term.
Continue to perform regular tasks well. Pay attention to building a clean and strong Organizational sector. Focus on innovating working methods and styles associated with administrative reform, promoting the application of information technology in management and operation...
The Head of the Central Organizing Committee also discussed and clarified the recommendations of the delegates speaking at the conference.
