Online conference on the draft Decree amending and supplementing a number of articles of Decree No. 15/2021/ND-CP

On the afternoon of August 28, Deputy Prime Minister Tran Hong Ha chaired the National Online Conference on the draft Decree amending and supplementing a number of articles of Decree No. 15/2021/ND-CP of the Government detailing a number of contents on the management of construction investment projects. Comrade Le Huyen, Vice Chairman of the Provincial People's Committee attended the conference at the Ninh Thuan province bridge.

Implementing the Prime Minister's direction, the Ministry of Construction has established a Drafting Committee, an Editorial Team and organized to collect comments from central and local ministries, branches to develop a draft Decree amending and supplementing a number of articles of Decree No. 15/2021/ND-CP detailing a number of contents on construction investment project management. Accordingly, the scope of the draft is based on the content of the 2014 Construction Law and the Law amending and supplementing a number of articles of the 2020 Construction Law, including: project preparation, appraisal, approval; design, survey, licensing and construction order management applied to domestic and foreign agencies, organizations and individuals conducting construction investment activities in Vietnam.

Comrade Le Huyen, Vice Chairman of the Provincial People's Committee attended the conference at the Ninh Thuan province bridge.

At the conference, delegates highly appreciated the draft of the Ministry of Construction which focused on comprehensively amending and supplementing many new provisions, shortening unnecessary procedures, helping competent authorities easily grasp and apply effectively in practice. At the same time, they participated in contributing opinions to clarify contents such as: Principles, order of construction investment procedures; classification of construction investment projects; construction material standards for each type of construction; consulting hiring process, competent authorities managing construction works...

Concluding the conference, Deputy Prime Minister Tran Hong Ha requested to urgently review and complete the draft content in the direction of decentralization and specific delegation of power to each organization and individual; research to minimize paperwork and cumbersome administrative procedures in approving and appraising construction investment projects. Supplement management regulations of state agencies to promptly resolve problems arising in practice. Along with that, arrange the contents and provisions appropriately, ensuring that when the decree is officially issued, it will create favorable conditions in the implementation process.
