Scientific workshop "The role of local authorities in ensuring the right to education of ethnic minorities in Quang Tri province"

In his opening speech at the workshop, Principal of Le Duan Political School Duong Huong Son emphasized that for ethnic minorities, ensuring the right to education is not only a legal and moral responsibility, but also a prerequisite to shorten the development gap, improve the intellectual level of the people, develop human resources and consolidate the great national unity bloc. Ethnic minority and mountainous areas of Quang Tri province account for 68% of the natural area and 14% of the province's population.

In recent years, the Party Committee and authorities at all levels of Quang Tri province have always paid attention to implementing well the regimes and policies for ethnic minorities, especially the policy on ensuring the right to education of ethnic minorities. However, ensuring the right to education of ethnic minorities is still facing some difficulties and challenges because theeducational level and intellectual level of ethnic minorities are still quite far from the general level of the whole country.

The quality of education of ethnic minority students is still low; there is a big gap in education between ethnic minority students and Kinh students. The legal framework for implementing the right to education of ethnic minorities, although gradually improved, is still not consistent. Many mechanisms and policies to prioritize investment and development of education and training in ethnic minority areas have been issued by the State, but have not been effective, such as: Group of policies on educational program content; group of policies on developing the network and scale of specialized schools in ethnic minority areas; group of policies on investment and support for infrastructure to develop education in ethnic minority areas; group of policies for teachers and educational managers working in areas with especially difficult socio-economic conditions; group of priority policies for ethnic minority learners... Therefore, it is necessary to study solutions to promote the role of local authorities at all levels in ensuring the right to education of ethnic minority people in the province.

The workshop listened to reports from the Ethnic Council of the Provincial People's Council, the Departments of Education and Training of the mountainous districts of Huong Hoa and Dakrong, the People's Committee of Huong Phung commune, lecturers of Le Duan Political School..., affirming that ensuring the right to education of ethnic minorities plays a very important role, is a prerequisite for promoting socio-economic development, shortening the development gap between mountainous and lowland areas; proposing to perfect mechanisms, policies and prioritize investment resources for ethnic minority and mountainous areas, including ensuring the right to education.

Through the workshop, the staff, lecturers and students of Le Duan Political School will have more useful information to serve the work of teaching, research and learning; at the same time, provide a valid theoretical basis as well as issues that are being demanded from practice, contributing to the improvement, respect, guarantee and protection of human rights and civil rights, including the right to study, ensuring favorable conditions for each person to have the opportunity to enjoy the fruits of education fairly. Pay due attention to the development of education in ethnic minority and mountainous areas.
