At the same time, a number of recommendations and proposals of My Thuy International Port Joint Stock Company were considered. Attending the working session were members of the Standing Committee of the Provincial Party Committee, leaders of the Provincial People's Committee, leaders of departments, branches, sectors and enterprises.

The Provincial People's Committee Party Committee was established under Decision No. 1890/QD-TU dated February 14, 2025 of the Provincial Party Executive Committee. The Provincial People's Committee Party Committee has 38 grassroots party organizations with 4,139 party members.

Immediately after its establishment and operation, under the close direction of the Provincial Party Standing Committee, the Provincial Party Standing Committee, and the attention and facilitation of the Provincial People's Committee, the Provincial People's Committee Party Committee has promoted its role as a political nucleus, leading cadres and party members to perform well the assigned tasks.

The Provincial People's Committee Party Committee promptly issued Working Regulations, Work Program, Inspection and Supervision Program for 2025, and issued Regulations on functions and tasks of advisory and support agencies of the Party Committee.

Regarding the direction of the Party Congress for the 2025-2030 term, the Provincial Party Committee has proactively coordinated with the Quang Binh Provincial Party Committee to draft the Congress Documents and is seeking comments from the Document Subcommittees to complete and request comments from the Standing Committee and the Executive Committee of the Provincial Party Committee.

In addition to the achieved results, the activities of the Provincial Party Committee still face many difficulties and problems related to personnel work. Therefore, it is recommended that the Provincial Party Standing Committee pay attention to giving opinions on specific tasks.

Speaking at the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang requested the Standing Committee of the Provincial People's Committee Party Committee to strengthen the leadership role of affiliated Party Committees in implementing key political tasks on socio-economic development goals.

Especially the target of 8% economic growth in 2025 and the results of public investment disbursement in the context that the whole province is implementing the contents of administrative unit arrangement, implementing the two-level local government model and merging provinces.

In addition, the Standing Committee of the Provincial Party Committee is requested to focus on directing and guiding grassroots party organizations under its management to organize party congresses at all levels towards the 14th National Party Congress; advise on local policies that need to be maintained and implemented after the province's merger; lead the task of ensuring national defense and security; and the work of the Fatherland Front and socio-political organizations.

Concluding the meeting, Provincial Party Secretary Nguyen Long Hai emphasized: This is the first meeting between the Provincial Party Committee Standing Committee and the Provincial People's Committee Party Committee Standing Committee since its establishment. Acknowledging the results of the activities of the Provincial People's Committee Party Committee since its establishment, ensuring stability and keeping pace with new work in the context of a newly established Party Committee.

Regarding the tasks in the coming time, Provincial Party Secretary Nguyen Long Hai requested the Provincial Party Committee and People's Committee to focus on leading and directing grassroots party organizations to resolutely implement the goals, tasks and solutions set out in 2025.

In particular, it is necessary to continue to arrange and streamline the apparatus of agencies and units. In addition, it is necessary to well perform the tasks of socio-economic development, social security, ensuring national defense and security, Party building, and foreign affairs. At the same time, it is believed that the Provincial Party Committee will maximize its role and responsibility and excellently complete all assigned tasks.

Focus on supporting investors to implement projects on schedule

The My Thuy Port Construction Investment Project is invested by My Thuy International Port Joint Stock Company (MTIP) with an area of ​​685 hectares; the project scale includes 10 wharves, ensuring to receive ships with a tonnage of up to 100,000 tons; total investment capital is 15,000 billion VND.

Of which, phase I (2018 - 2025) has a scale of 4 wharves, investment capital of 5,902 billion VND; phase II (2026 - 2031) has a scale of 3 wharves, investment capital of 5,876 billion VND; phase III (2032 - 2036) has a scale of 3 wharves, investment capital of 3,222 billion VND.

Regarding implementation progress, the project has basically completed the site clearance work of phase 1 with an area of ​​133.46 hectares, and is currently implementing site clearance for additional area for phase 1 with an area of ​​43.44 hectares; completed land lease work; changed forest use purpose, paid for replacement forest planting and other investment procedures.

Regarding construction progress, the investor has basically completed the construction of 320 m of breakwater; is constructing the wharf and embankment behind wharfs 1 and 2, with a volume of 31.36%. It is expected that in May 2025, construction of items such as breakwater, dredging of shipping channels, turning basin and area in front of the wharf, operator house and fence will be implemented.

In addition, the investor proposed to carry out procedures for dredging and exploiting minerals in the project area; procedures for short-term land lease to install concrete mixing stations, procedures for using the receiving yard for dredged materials to serve the construction of My Thuy Port Area project and investment in a number of other projects.

Projects recommended for investment by MTIP include: Quang Tri Silica Industrial Complex; My Thuy Coal Processing, Classification and Preservation Complex of My Thuy International Port Joint Stock Company; Investment in construction of logistics area after My Thuy port; My Thuy duty-free zone; Investment in construction and business of infrastructure of Trieu Phong Multi-industry Industrial Park; Vico Nga 5 Ecological Urban Area.

Speaking at the working session, Provincial Party Secretary Nguyen Long Hai emphasized: My Thuy Port Project is a key project of the key. Besides, he highly appreciated the investment determination and implementation progress of MTIP.

Regarding the investors' recommendations, the Provincial People's Committee is requested to direct relevant departments, agencies and branches to actively coordinate to support investors on the basis of legal regulations, especially to promptly complete mineral exploitation procedures to speed up construction progress.

Regarding the proposed investment research projects, the Provincial Party Secretary highly appreciated the proposed ideas of MTIP, and at the same time requested the Provincial People's Committee to accompany investors and guide them in carrying out procedures according to legal regulations.
