The exercise mobilized more than 350 officers, soldiers and employees from many forces: Fire Prevention and Fighting Police Department (PCCC) and CNCH, professional departments of the Provincial Police, Fire Prevention and Fighting Team, Suoi Hiep Commune Police, Suoi Hiep Commune People's Committee, Dien Khanh Regional Medical Center, Dien Khanh - Khanh Vinh Electricity Management Team, Dien Khanh Urban Environment Company Limited and neighboring enterprises such as: San Miguel Beer Factory, Bird's Nest Raw Material Processing Factory (Khanh Hoa Bird's Nest State-owned One Member Co., Ltd.), Khanh Hoa Bird's Nest Beverage Joint Stock Company and 3-2 Packaging Joint Stock Company.

Discovering the fire, the workers immediately fled the area.

The hypothetical situation is that due to a short circuit in the electrical equipment, a fire broke out at the factory's Finished Products Warehouse No. 1. The fire spread quickly; toxic smoke and heat radiation enveloped the area. At this time, dozens of workers were working; the alarm bell rang, everyone stopped production, shouted and ran to safety. However, the panic caused some people to fall and get injured, faint from smoke inhalation, and some hid in the warehouse. The on-site fire prevention force immediately cut off the power, activated the alarm for the entire factory; and at the same time urgently reported to the Fire Police Department and Rescue Department and local authorities. The base fire prevention team deployed fire extinguishers and water nozzles from the wall to cool down and prevent the fire from spreading; and at the same time used forklifts to move the goods to a safe area. The rescue team approached and brought the victims out.

Upon receiving the news, the Fire Prevention and Rescue Police Department mobilized command vehicles and specialized vehicles with dozens of officers and soldiers to the scene. The force was divided into many groups: Reconnaissance to grasp the fire situation and victims; Rescue and Rescue approached to bring people to safety; Firefighting from above with ladder trucks combined with on-site sprinklers. The police and People's Committee of Suoi Hiep commune coordinated to guide escape, move assets, and ensure security and order. Neighboring businesses quickly provided support: Assigning groups to support firefighting, rescue and moving goods. Militia and grassroots forces maintained the fighting spearhead, spraying water from all directions, creating a layer of foam and water covering the fire area.
