On the morning of December 25, the People's Committee of Nho Quan district held a press conference to inform about the organization of forced land acquisition to clear the site for the project to upgrade the main road to the Kenh Ga stream tourist area and Van Trinh cave (phase I).
The project to upgrade the main road to the Kenh Ga stream and Van Trinh cave tourist area (phase I) is of great significance, creating a synchronous connection of traffic infrastructure between the Kenh Ga - Van Trinh tourist area with the Bai Dinh mountain and pagoda spiritual tourist area and Trang An eco-tourism area; promoting the tourism potential in the ecological area of the Hoang Long river. Along with serving flood and storm prevention, natural disaster mitigation, socio -economic development for the people in the area, the project contributes to perfecting the traffic network in the province, creating favorable space for expansion and urban development in the future.
In August 2022, Nho Quan District People's Committee issued Plan No. 124/KH-UBND on assigning the District Construction Investment Project Management Board to preside over and coordinate with Thuong Hoa Commune People's Committee and relevant units to carry out site clearance work in accordance with regulations: investigation, survey, inventory, land recovery... to implement the Project.
The Project's land acquisition scope in Thuong Hoa commune is 1,031m long; the affected land area is 41,751 m² (including 39,817.4 m² of rice land; 1,933.6 m² of unused land). The total number of affected households is 114 (there are 9 households without recovered land but have assets on the land affected by the recovery), of which 105 households and individuals recovered 30,045.9 m² of land and the People's Committee of Thuong Hoa commune manages and uses 11,705.1 m².
Currently, the inventory work has been completed for 114/114 households with land and assets on land (100%), and the approval of the compensation and support plan for 114 households and individuals affected by land acquisition has been completed. The Land Acquisition Council has fully paid 100% of affected households with a total amount of 9,793 billion VND.
Handing over the site to the investor and the construction unit 938 m/1,031 m, the remaining 93 m of site has not been handed over, the reason is that Mr. Nguyen Van Quyen's family (wife is Mrs. Dinh Thi Lien), address village 4 - Van Trinh did not cooperate in the relocation (house and some auxiliary works), did not hand over the site, and at the same time had requests and proposals that were not in accordance with the provisions of the law. Although Mr. Quyen's family had previously received full compensation and support funds according to the decision of the competent authority.

In order to not let the handover of the site affect the progress of the Project, the People's Committee of Nho Quan district assigned the People's Committee of Thuong Hoa commune to review favorable locations, ensure regulations, and mobilize social resources to support land allocation and housing construction for Mr. Nguyen Van Quyen's family to soon stabilize their lives. However, after many times of propaganda, mobilization and persuasion by agencies, units and local authorities, Mr. Nguyen Van Quyen's family still did not comply with the policies and regulations on compensation and support for site clearance in the area.
To ensure the strictness of the law, to promptly hand over the site to the investor and the project construction unit, to serve the common interests of the district and the province, on December 8, 2023, the Chairman of the People's Committee of Nho Quan district issued Decision No. 3520/QD-UBND on applying enforcement measures to Mr. Nguyen Van Quyen's household. Accordingly, the enforcement work for Mr. Nguyen Van Quyen's household will be held on December 27, 2023.
At the conference, leaders of Nho Quan District People's Committee, relevant units of the district; representatives of some press agencies clarified relevant information; reviewed work, agreed on how to implement the plan to ensure safety and compliance with legal regulations for land recovery enforcement.
