Cooperatives need to attract high-quality human resources.

Building high-quality human resources is considered a prerequisite for the collective economic sector and cooperatives to develop sustainably and improve their competitiveness in the new context. However, to attract young, highly qualified staff to work, cooperatives need companionship and policy support from all levels and sectors.

According to the Can Tho City Cooperative Union, the city currently has 871 cooperatives operating in a variety of industries and fields. Among them, many cooperatives operate effectively, with a large number of members and a high average revenue of about 10 billion VND/year. Despite operating effectively, most cooperatives are facing difficulties with the "human resource problem", such as key management staff only having production experience but not having received professional training in internal accounting, business administration or marketing... In addition, the lack of inherited resources, no clear salary or welfare regime makes it very difficult to attract young, highly qualified staff to work at cooperatives.

Ky Nhu Cooperative, in Thanh Hoa Commune, Can Tho City, is one of the units that effectively link production and processing of snakehead fish, achieving a revenue of over 9.7 billion VND in 2024, bringing a stable source of income for members and workers working at the Cooperative. Mr. Nguyen Quoc Dung, General Accountant of Ky Nhu Cooperative, said: Currently, the Cooperative has 5 hectares of snakehead fish farming area according to VietGAP standards and over 10 hectares of linkage with local farming households, with the capacity to consume over 1,000 tons of snakehead fish/year; has a factory with an area of ​​over 2,000m2, specializing in seafood processing, with the main product being snakehead fish, supplying the domestic market and partly for export.

Ky Nhu Cooperative is lacking high-quality human resources, especially market and marketing staff. According to Mr. Nguyen Quoc Dung, currently, Ky Nhu Cooperative's consumption market development is still in the traditional way, not effectively exploiting e-commerce and digital marketing platforms. To remove this barrier, the Cooperative proposes that relevant departments, branches and sectors support and introduce personnel with professional qualifications in business and marketing to work at the Cooperative. At the same time, there should be financial support policies to attract and retain young staff with high professional qualifications in cooperatives... to help the Cooperative build a development plan and expand its consumption market.

Thanh Hoa Hung Cooperative, Trung Hung Commune, Can Tho City was established at the end of 2020, with 12 members, over 50 hectares specializing in rice and various seedlings production, achieving a revenue of more than 10 billion VND/year. To increase income for members, in early 2025, the Cooperative expanded the rice processing industry, invested in factories and packaging facilities for ST25 and Dai Thom 8 rice under the brand name of Thanh Hoa Hung Cooperative. Despite positive business results, the Cooperative is also facing many challenges, a shortage of high-quality human resources, especially in internal accounting and marketing positions.

Mr. Nguyen Tuan Kiet, Director of Thanh Hoa Hung Cooperative, said: Most members of the Cooperative have good production experience, but only 1-2 staff know how to use smart devices to make transactions. In addition, the Cooperative still does not have an internal accountant or marketing staff who know how to apply digital technology to promote and sell effectively on the internet environment... Therefore, the Cooperative really needs to be trained as well as access to support policies for personnel with professional expertise in accounting, marketing, market... from all sectors and levels.

To solve the "human resource problem", cooperatives propose that functional sectors at all levels pay attention to and implement support mechanisms to bring personnel with expertise in business, marketing, and accounting to work at cooperatives; at the same time, implement policies to subsidize salary costs or provide initial financial support for highly qualified young staff when they work at cooperatives... Thereby, promoting the collective economic sector and cooperatives to develop strongly in the digital age.
