Improve the quality of propaganda, bring social insurance and health insurance policies into life

Mr. Tong Hoang Khoi, Secretary of the Party Committee of Nga Bay Ward, awarded certificates of merit to collectives with outstanding achievements in the emulation work of the peak month of mobilizing health insurance and voluntary social insurance, phase 1.

Mr. Nguyen Van Tinh, in Nga Bay ward, said: “Attending the workshop “Replicating models and effective methods in propagating and mobilizing people to participate in voluntary social insurance and health insurance in the area” organized by the ward, I learned many new points of the Social Insurance Law, especially the rights of voluntary social insurance participants; how to participate, payment methods... I will encourage my relatives and friends to participate to receive pension when they retire”.

As of September 30, 2025, Nga Bay Ward organized 14 customer communication conferences, with 695 participants. Up to now, there are 1,159 people participating in voluntary social insurance in the ward, reaching more than 65% of the plan assigned by the City People's Committee; more than 23,000 people participating in health insurance, reaching a coverage rate of 80.86% of the population, reaching more than 85% of the plan assigned by the City People's Committee. The number of students participating in health insurance reaches more than 99% of the total number of students participating in health insurance.

According to Mr. Tong Hoang Khoi, Secretary of the Nga Bay Ward Party Committee, to achieve the goals and tasks set from now until the end of the year, the entire political system needs to join hands. In particular, local Party committees, authorities, departments, branches and organizations need to continue to pay attention to directing and strengthening propaganda work so that people can confidently participate in voluntary social insurance and family health insurance. In addition, localities must identify their potential and strengths, thereby building a scenario for developing the number of participants in accordance with the actual situation, promoting good models and practices. At the same time, continue to learn and replicate good models and effective practices to apply and deploy in the locality, striving to complete assigned tasks...

In Thoi Long ward, in the first 9 months of the year, 33,750/43,320 people participated in health insurance, reaching a coverage rate of 77.90% of the population; voluntary social insurance had 983/28,545 people of participating age... To achieve the coverage rate according to the city's target, the locality has been implementing a plan to launch an emulation movement to mobilize voluntary social insurance and health insurance. At the same time, it announced the assignment of Health Insurance and Voluntary Social Insurance Mobilization Teams in the areas; and implemented a plan to implement the "Key Triangle" model to mobilize health insurance and voluntary social insurance.

Tan Quoi area, Thoi Long ward is one of the bright spots in implementing insurance targets, which has been commended by the government and functional sectors. Ms. Ha Thi Xoan, Party Cell Secretary, Head of Tan Quoi area, said the way of doing: "We specifically assign each cadre to be in charge of propaganda and mobilization to develop participants in voluntary social insurance and family health insurance. In case of any difficulties, we promptly resolve them by finding sources to pay in advance, without interrupting the participation time. Thanks to that, every year, we always achieve and exceed the assigned insurance targets."

Mr. Nguyen Thanh Nhanh, Chairman of Thoi Long Ward People's Committee, informed: "We have and continue to direct each member of the Steering Committee for implementing social insurance and health insurance policies in the ward to strengthen coordination with departments, branches, and organizations in the areas to promote propaganda and mobilize people to participate. In particular, focusing on exploiting and developing compulsory social insurance participants at newly established enterprises; coordinating with service staff to collect "going to every alley, knocking on every door" to mobilize, strive to complete the target of people participating in voluntary social insurance and ensure the rate of household health insurance coverage reaches 95% or more".

To complete the insurance targets in 2025, the City Social Insurance is continuing to proactively coordinate with all levels, sectors, organizations, and People's Committees of communes and wards to promote communication of social insurance and health insurance policies in many concise, easy-to-understand forms, suitable for each target group so that people and workers can easily access social insurance and health insurance policies.

At the same time, direct officials and employees to coordinate with service collection staff to divide into small groups, go directly to densely populated areas, markets, shopping centers, residential groups... to propagate, promptly advise, answer, and resolve problems, helping people and employees better understand the benefits, humanity, and superiority of social insurance and health insurance policies. From there, create consensus and voluntary participation, contributing to completing and exceeding the targets assigned by Vietnam Social Security and the City People's Committee, towards social insurance and health insurance for all people.
