
At the meeting, delegates heard the draft Decision on the establishment of the Provincial Committee for Mobilizing, Receiving, Distributing, and Utilizing Voluntary Contributions to Support the Overcoming of Difficulties Caused by Natural Disasters, Epidemics, and Incidents (hereinafter referred to as the Provincial Relief Mobilization Committee); and the Regulations on the Organization and Operation of the Provincial Relief Mobilization Committee. Accordingly, the Provincial Relief Mobilization Committee is expected to consist of 12 members, with the Chairman of the Vietnam Fatherland Front Committee of the province serving as the Head. The tasks of the Provincial Relief Mobilization Committee are to organize and implement the work of mobilizing, receiving, distributing, and utilizing voluntary contributions to support the overcoming of difficulties caused by natural disasters, epidemics, and incidents in the province; to issue regulations on organization and operation; to establish a support team; and to report on the situation and results of the mobilization, receipt, distribution, and utilization of contributions.
Regarding its operational regulations, the Provincial Relief Campaign Committee operates on the principle of democratic discussion, consensus, and coordinated implementation, based on promoting the sense of responsibility and initiative of each member; organizing fundraising, receiving and managing relief funds and goods (in kind); organizing the distribution and use of relief funds and goods, and specifying the levels and forms of support for those affected by natural disasters, epidemics, and serious incidents…

During the meeting, delegates frankly exchanged views and contributed ideas on issues such as: adding more members to the Provincial Relief Campaign Committee; for members representing departments and agencies, the head or deputy head could be appointed to the Campaign Committee; the duties of the members; receiving relief; relief recipients, support levels, and support forms; meeting procedures, etc.
Concluding the meeting, Comrade Lo Van Mung, Standing Committee Member, Head of the Provincial Party Committee's Mass Mobilization Department, and Chairman of the Vietnam Fatherland Front Committee of the province, acknowledged the contributions and suggestions from the delegates. These suggestions will be studied and considered by the drafting committee for revision, supplementation, and completion before issuance, ensuring compliance with regulations.
