The 13th Congress of the Vietnam Fatherland Front of Dien Bien Province, for the term 2024-2029, takes place at a time when the Party Committee, government, and people of all ethnic groups in the province are striving to compete, seize favorable opportunities, and overcome difficulties and challenges to successfully implement the Resolution of the 13th National Congress of the Party and the Resolution of the 14th Provincial Party Congress; to achieve accomplishments to celebrate the 70th anniversary of the Dien Bien Phu victory (May 7, 1954 - May 7, 2024), the 115th anniversary of the province's establishment (June 28, 1909 - June 28, 2024), the 75th anniversary of the establishment of the Provincial Party Committee (October 10, 1949 - October 10, 2024), and to welcome the 10th Congress of the Vietnam Fatherland Front, for the term 2024-2029.
In the first working session, the Congress sought opinions on the form of consultation for election; conducted consultations to elect the Presidium and Secretariat of the Congress; approved the program and regulations of the Congress; presented a summary report on the attendance of delegates at the Congress; presented a summary report of comments on the draft documents of the 13th Congress of the Vietnam Fatherland Front of the province; provided comments on the draft documents of the 10th National Congress of the Vietnam Fatherland Front; and provided comments on amendments and additions to the Charter of the Vietnam Fatherland Front, 9th term.
The Congress also reviewed the activities of the Committee and the Standing Committee of the Vietnam Fatherland Front Committee of the province, 12th term, 2019-2024. Simultaneously, it heard presentations from member organizations and coordinating agencies, such as: the Women's Union at all levels in the province actively implementing the "All People Unite to Build New Rural Areas and Civilized Urban Areas" campaign in conjunction with the National Target Program on building new rural areas and sustainable poverty reduction; the Dien Bien District Fatherland Front Committee promoting the strength of the people of all ethnic groups in implementing the "For the Poor" Fund campaign and social welfare work; and the Provincial Border Guard Command on the results and some solutions in coordinating with the Vietnam Fatherland Front Committee of the province during the 2019-2024 term.
The Congress elected the XIII Provincial Committee of the Vietnam Fatherland Front, term 2024-2029, consisting of 78 members (with 5 vacancies to be filled after the Congress); and elected the delegation to attend the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029, consisting of 6 official delegates and 2 alternate delegates.
Also at the meeting, the Vietnam Fatherland Front Committee of the province awarded Certificates of Merit to 9 collectives and 17 individuals for their outstanding achievements in front work during the 2019-2024 term and in the special emulation movement to celebrate the Vietnam Fatherland Front Congresses at all levels leading up to the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029.
The 13th Congress of the Vietnam Fatherland Front of the province, for the term 2024-2029, has the theme "Unity - Democracy - Innovation - Development". The Congress will take place over two days (August 22-23). On August 23, the Congress will continue with its second working session to complete the agenda items as planned.
