Instructions for collecting opinions on the 2013 Constitution amendment on VNeID

According to Department C06, implementing the Plan to organize the collection of opinions from the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Committee for drafting amendments and supplements to a number of articles of the 2013 Constitution, the Government sent the Standing Committee of the National Assembly to consider and give opinions on the solution to collect opinions from the people on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution on the VNeID application.

The Ministry of Public Security has issued Official Dispatch No. 1364/BCA-C06 on participating in comments and solutions to receive people's comments on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution to the Government Office , Ministry of Justice, Ministry of Science and Technology on the utility of using VNeID.

The Ministry of Public Security also guides people to use the platform "Utility to collect public opinions on the content of the 2013 Constitution amendment on the VNeID application".

Specifically as follows:

Step 1 : People log in to the VNeID application or website https://vneid.gov.vn with an active level 2 electronic identification account.

Step 2 : People access the "Utility to collect public opinions on the content of the 2013 Constitution amendment on the VNeID application".

Step 3 : People choose to read the Draft amending and supplementing a number of articles of the 2013 Constitution.

Step 4 : People enter comments and submit information.

Step 5 : The Ministry of Public Security synthesizes public comments and sends them to the Ministry of Justice to develop a General Report of the Government.

Regarding the valuable benefits of using the VNeID application, Department C06 said that all classes of people can participate in contributing opinions and building legal documents of the State; quickly accessing the Party's policies, guidelines, and major decisions.

For State agencies, ensure publicity and transparency in participating in the development of State legal documents. Support management agencies to shorten the time for collecting public opinions and synthesizing opinions; Provide data for leaders and specialized agencies to have an additional channel to effectively grasp public opinion, serving the work of management, direction, and implementation of Resolutions and major policies of the Party.

On May 5, 2025, the Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution issued Plan 05/KH-UBDTSĐBSHP on organizing the collection of opinions from the people, sectors, and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam.

Accordingly, the time for collecting opinions from the people, sectors and levels on the draft Resolution begins from May 6, 2025 and is completed on June 5, 2025.
