Plan to implement the National Strategy for Natural Disaster Prevention and Control to 2030, vision to 2050

On August 25, 2021, the Ministry of Culture, Sports and Tourism issued Decision 2344/QD-BVHTTDL on the Plan to implement the National Strategy for Natural Disaster Prevention and Control to 2030, with a vision to 2050 of the Ministry of Culture, Sports and Tourism.

The purpose of the plan is to effectively implement Decision No. 379/QD-TTg dated March 17, 2021 to enhance the response capacity of units under the Culture, Sports and Tourism sector in disaster prevention, control and search and rescue. Accordingly, the plan sets out 7 specific tasks as follows:

1. Strengthen the leadership and direction of Party committees and authorities at all levels in natural disaster prevention, control and search and rescue, identifying this as an important, urgent and regular task with the main motto of prevention. Focus on leading and directing the assignment, decentralization, clearly defining responsibilities, especially the responsibilities of heads of agencies, organizations and units in the two tasks of natural disaster prevention, control and search and rescue according to the motto "four on-site" and propaganda andeducation on the Party's guidelines, policies and laws of the State related to prevention, response and overcoming the consequences of natural disasters.

2. Amend and supplement the system of relevant legal documents, mechanisms and policies, avoid overlaps and conflicts and supplement new regulations, ensure consistency in the implementation of natural disaster prevention, control and search and rescue work; perfect the mechanism and organization to enhance the effectiveness and efficiency of natural disaster prevention, control and search and rescue work; develop specific policies for the forces doing this work. Adjust and integrate the content of natural disaster prevention, control and search and rescue work when developing plans, projects and development strategies of the Culture, Sports and Tourism sector in the direction of combining multiple objectives, thereby minimizing the increase in natural disaster risks during implementation.

3. Strengthen and improve coordination with the Central Steering Committee for Natural Disaster Prevention and Control; the Committee for Natural Disaster Response and Search and Rescue, and relevant agencies, units and organizations on the capacity to forecast, warn, monitor and supervise natural disasters for natural disaster prevention and control and search and rescue; review, adjust and supplement standards and regulations on natural disaster risk assessment as appropriate. Every year, prioritize budget allocation, diversify resource mobilization and use, invest in and upgrade facilities and equipment of advisory agencies serving the direction and operation of natural disaster response at all levels, and apply science and technology in natural disaster prevention and control and search and rescue.

4. Enhance the role and capacity of state management of the sector's disaster prevention and control and search and rescue agencies in a specialized direction based on the consolidation and improvement of the centralized and unified management system. Complete the model and organization of disaster prevention and control and search and rescue forces, including regular, full-time, part-time and reserve forces, with 100% of regular and full-time staff trained, improving their capacity, qualifications and skills in preventing, combating and responding to natural disasters and search and rescue.

5. Renovate and upgrade cultural, sports and tourism facilities and offices of affiliated units in localities frequently affected by natural disasters and invest in and purchase essential and specialized means and equipment to effectively meet the needs of the Department of Culture, Sports and Tourism for disaster prevention, response, and search and rescue.

6. Propagating, guiding, raising awareness of disaster prevention, response, and search and rescue for officials, civil servants, public employees and workers through media such as: Culture Newspaper, Fatherland Electronic Newspaper, etc.

7. Annually, organize a summary of disaster prevention and control and search and rescue work; develop policies, regimes, training and rewards for cadres, civil servants, public employees and workers participating in disaster prevention and control and search and rescue work of the Culture, Sports and Tourism sector.

At the same time, the plan also requires full and timely implementation of Decision No. 379/QD-TTg dated March 17, 2021 of the Prime Minister on Approval of the National Strategy for Natural Disaster Prevention and Control to 2030, with a vision to 2050, throughout the Culture, Sports and Tourism sector.

Deploy and organize the implementation of the directives and guidance documents of the Party, the State, the Central Steering Committee on Natural Disaster Prevention and Control and the National Committee for Incident and Disaster Response and Search and Rescue on natural disaster prevention and control and search and rescue with the motto "four on-site" (on-site command; on-site forces; on-site means and materials; on-site logistics), with the main principle of prevention.

Closely coordinate with the Office of the Central Steering Committee for Natural Disaster Prevention and Control and the National Committee for Incident and Disaster Response and Search and Rescue to implement the contents according to the plan, promptly adjust the plan to suit the reality, and successfully complete the assigned tasks.
