Urgently bring sand and rock to the highway

Up to this point, the construction output of the Chau Doc – Can Tho – Soc Trang expressway project passing through An Giang province has reached 49.61% (exceeding about 0.02%) of the contract value. Many construction items are gradually taking shape day by day. In the remaining 50% of the project, a large amount of raw materials (sand, stone) must be allocated to keep up with the construction progress.

Vice Chairman of An Giang Provincial People's Committee Ngo Cong Thuc surveyed the stone mining area of ​​An Giang Stone Mining and Processing Company Limited.

According to the Provincial Project Management Board, for the main project, the total demand volume is about 9.3 million m3 of sand (not including the volume for resettlement areas, ITS, ETC, residential roads and Km38 intersection). The target is to supply 100% of the total demand for sand by August 15, 2025. However, as of May 21, the sand output supplied to the project reached about 4.2 million m3 . The source of sand exploited by enterprises sold to construction contractors is about 1.3 million m3 , such as: Tan Hong Trading Company Limited (171,877 m3 ), Thu Tuyen Agricultural Trading and Service Company Limited (76,869 m3), Chau Phat Company Limited (64,595 m3 ), has completed supplying, or is exploiting 2/3 of the quantity.

The remaining large quantity from the sand source arranged for the mine is assigned to the contractor for exploitation (issued a "Confirmation" by the Provincial People's Committee). Specifically: The area on Tien River, Tan My Commune (Cho Moi District), is exploited by Thanh Huy Group Joint Stock Company with nearly 1.5/1.7 million m3 ; the area on Hau River (Binh Long Commune - Chau Phu District, Binh Thanh Dong Commune - Phu Tan District) is exploited by Tan Nam Construction Joint Stock Company with 885,790/1.3 million m3 , Truong Son Construction Corporation exploits 404,323/1.2 million m3 ...

In the next month (June 30), the sand demand for the project is 5.1 million m3 of sand, just to meet the progress of completing the work of filling sand for loading and treating weak soil on the roadbed. On the other hand, to complete the project in July 2026 (according to the conclusion of the Prime Minister in Notice 169/TB-VPCP, dated April 9, 2025), the exploitation capacity to supply the project needs about 128,100 m3 /day.

Regarding the Resettlement Area, on May 16, 2025, the relevant units agreed to propose and submit to the Provincial People's Committee for consideration of allocating sand resources for the An Phu District Police Office Project (volume 30,000m3 ) and support for the Resettlement Area (volume 94,000m3 ) from the source of the Vam Nao River Dredging and Flow Regulation Project. Based on the above agreed content, the Provincial Project Management Board requested the Department of Agriculture and Environment to urgently review and complete the procedures for adjusting the confirmation table, and promptly balance the sand supply source to ensure the project's progress.

Similarly, with the general situation of national key projects, projects using State budget capital in the province are being implemented simultaneously. Therefore, the progress of supplying and gathering stone to the project is somewhat affected, not ensuring the daily volume demand for the project. Director of Antraco Joint Venture Company Limited Quach Kim Long said: “After being allowed by the Provincial People's Committee to restart mining activities, the company currently has 15 stone crushing and processing systems, with a processing capacity of 8,000 - 10,000m3/ day . The company is allocated stone resources for key projects in 2025 - 2026 with a total volume of nearly 3.9 million m3 (of which, in 2025, it is 3.1 million m3 ). Up to now, it has delivered 186,639m3 of stone for highways and key projects. Currently, the progress of receiving stone for key projects is still slow compared to the original plan. From now until the end of the year, having to deliver nearly 3 million m3 of stone is a difficult problem in terms of processing, transportation, and supply capacity... The company must increase human resources and expand the reserve yard. We really need the province's support to solve the difficulties".

On the afternoon of May 26, Vice Chairman of An Giang Provincial People's Committee Ngo Cong Thuc and the working delegation of the Provincial People's Committee surveyed and inspected stone mining areas at Antraco Joint Venture Company Limited, An Giang Stone Mining and Processing Company Limited (Tri Ton district), checking the mining situation and progress of supplying raw materials for key projects of the province and highways.

Faced with the urgent need for sand and stone supplies to serve the project, Vice Chairman of An Giang Provincial People's Committee Ngo Cong Thuc requested units to exploit at full capacity with the allocated reserves, ensuring daily exploitation capacity to meet the needs of local economic development, especially key projects and works. However, during the operation, it is important to follow the approved design plan on the mining location, mining area, and exploit in accordance with legal regulations to avoid violations.

Vice Chairman of An Giang Provincial People's Committee Ngo Cong Thuc suggested: "The provincial departments, branches and sectors should study, in addition to providing stone according to the Government's and the province's policies for the expressway, supporting stone sources for key projects of the province, traffic maintenance projects... also pay attention to providing stone sources at the right addresses according to the direction of the Central and the province; exploiting the right reserves as prescribed, not causing loss of resources".

Member of the Party Central Committee, Secretary of the An Giang Provincial Party Committee Le Hong Quang (Head of the Steering Committee for the implementation of the Chau Doc - Can Tho - Soc Trang Expressway Project, section passing through An Giang province, referred to as Steering Committee 2168) praised the sense of responsibility of the units and localities, who "overcame the sun and rain" to complete the project ahead of schedule; the overpasses were completed earlier than the expressway. He noted that package 43 is behind schedule compared to the contract value, so the contractor and construction unit need to check, identify problems, and speed up the progress soon, meeting the requirements set for the entire route. The process of increasing the progress to ensure the time as committed to the Prime Minister, must ensure quality, environmental sanitation, and labor safety. In addition, it is necessary to establish clear contracts and minutes between the parties to determine specific responsibilities, and urgently mobilize means and forces to receive sand and stone for the project.
