Urgent settlement of site clearance costs for pre-merger traffic projects

(Chinhphu.vn) - The Ministry of Construction has just issued a document requesting the People's Committees of provinces and cities to direct specialized agencies to coordinate in reviewing and implementing the final settlement of site clearance costs for projects managed by the Ministry before merging.

The Ministry of Construction requests the People's Committees of provinces/cities to direct their affiliated units to proactively review the overall project implementation status, investment capital settlement, and site clearance cost settlement of site clearance sub-projects in the management area.

According to the Ministry of Construction, currently, localities are implementing the work of arranging and merging provincial-level administrative units, not organizing district-level units, merging commune-level units and building a 2-level local government organization model according to Resolution No. 60-NQ/TW dated April 12, 2025 of the 13th Party Central Committee.

Ensure timely settlement of GPMB costs

In order to ensure timely and proper settlement of investment capital and site clearance costs, the Ministry of Construction requests the People's Committees of provinces/cities to direct their affiliated units to proactively review the overall project implementation status, settlement of investment capital, and settlement of site clearance costs of site clearance sub-projects in the management area.

In particular, units should pay special attention to projects that have been completed and put into use but have not yet completed the final settlement, promptly report to the competent authority for approval of the final settlement before carrying out the work of arranging and merging administrative units.

The People's Committees of provinces and cities also need to direct relevant units to coordinate with investors (Departments of Construction, Project Management Boards under the Ministry of Construction) to review and compare implemented data, and have measures to unify the assignment to the unit after the merger to be responsible for taking over, inheriting, continuing to implement site clearance, and settling site clearance costs according to authority so that the merger and transfer work does not affect the project implementation progress.
