Urgently remove the "bottleneck" on the Quang Ngai - Hoai Nhon highway

(PLVN) - The North-South Expressway component project, Quang Ngai - Hoai Nhon section, has now reached more than 63% of the construction volume. Along with the "3 shifts, 4 crews" spirit, contractors are still facing many difficulties in terms of site clearance and construction materials, requiring the drastic and synchronous participation of local authorities and investors to maintain the technical traffic opening schedule on September 2.

The North-South Expressway Construction Project in the East, Quang Ngai - Hoai Nhon section, is nearly 88km long, passing through two provinces of Quang Ngai (60.3km) and Binh Dinh (27.7km), with a total investment of more than VND 20,400 billion. This is one of the largest projects in the 12 component projects in the 2021 - 2025 period, with 77 bridges, 586 culverts, 81 underpasses and especially 3 mountain tunnels nearly 4,500m long.

Currently, the construction site is deploying all 50/50 construction teams, mobilizing more than 3,500 engineers, workers and 1,400 machines and equipment.

According to the report of Deo Ca Group, the leading contractor consortium, to date, the total output has reached about VND8,450 billion, equivalent to 63.3% of the contract value.

Key items are being strongly promoted. Specifically, the crushed stone construction work has reached about 40%, the asphalt concrete section has been paved for more than 10km. It is expected that the crushed stone construction will be completed by September and the asphalt concrete construction along the entire route will be completed by October.

Regarding bridges, 69/77 bridges have completed girder installation and are currently constructing bridge decks. Some large bridges such as Song Ve bridge and DT624C overpass have been completed. However, the railway overpass at Duc Pho intersection still has 12 bored piles that cannot be constructed due to site clearance issues.

Of the three tunnels through the mountain, tunnels No. 1 and 2 have completed the construction and are in the process of installing electromechanical equipment, lighting and intelligent traffic control systems. Notably, tunnel No. 3, 3,200m long, plays a decisive role in ensuring the progress of the entire route. The right tunnel has now been cleared, 6 months ahead of schedule compared to the contract. It is expected that the remaining tunnel will be completed in July, moving towards completing the entire structure and equipment in December 2025.

Despite many positive results, the project is still facing major barriers in terms of land and construction materials.

Mr. Ngo Truong Nam, General Director of Deo Ca Group, said that up to now, there are still 17 locations with land clearance problems, including locations that are subject to adjustment and supplementation but the locality has not been able to pay compensation. In some places, people gathered to protest, demanding compensation for houses that exceed the valuation of the appraisal unit.

“To speed up the progress, the contractor has proactively advanced the compensation costs for site clearance to the locality. However, without stronger coordination from authorities at all levels, these bottlenecks will greatly affect the plan to open the technical route before September 2,” Mr. Nam emphasized.

Not only the site, the problem of construction materials, especially the source of stone, is also making contractors "spin like a top". According to the design, the source of stone will be taken advantage of from the excavated soil and rock. However, the actual geological situation at tunnel No. 3 is different from the original design documents, making it impossible to mine stone on site, forcing the contractor to buy more from commercial mines.

Meanwhile, most of the quarries in Quang Ngai and Binh Dinh have low capacity, or are facing disputes or land lease procedures. Van Ly quarry has stopped supplying due to internal disputes; Dong Binh De quarry has not completed legal procedures. This situation causes construction units to lack materials, even incurring additional costs for waste disposal.

The government has assigned a target of having 3,000km of expressway put into operation by the end of 2025. This is not only pressure but also honor. If the bottlenecks are not resolved synchronously, it will affect the entire national progress,” emphasized a representative of the Ministry of Construction.
