That is one of the contents of Resolution No. 273/NQ-CP dated September 9, 2025 of the regular Government meeting in August 2025, which has just been issued by the Government.
The Resolution also stated that, in addition, effectively implementing solutions to increase tourism growth in 2025 according to the direction of the Government's leaders in Document No. 8186/VPCP-KGVX dated September 3, 2025 of the Government Office ; promptly proposing solutions to remove difficulties and obstacles, reporting to competent authorities on issues beyond their authority; periodically synthesizing and reporting to the Prime Minister on the situation and implementation results every quarter.
The Ministry of Foreign Affairs continues to direct Vietnamese representative agencies abroad to actively and proactively coordinate with the Ministry of Culture, Sports and Tourism to organize propaganda and promotion activities for Vietnamese culture and tourism; advise the Government to consider expanding visa exemption for a number of potential tourist markets, in accordance with Resolution No. 44/NQ-CP dated March 7, 2025 of the Government on visa exemption policy for citizens of 12 countries.
The Ministry of Agriculture and Environment presides over and coordinates with the Ministry of Culture, Sports and Tourism to focus on effectively implementing the Coordination Program in developing effective and sustainable agricultural and rural tourism for the 2024 - 2030 period.
According to the Resolution, in the coming time, the world situation is forecast to continue to fluctuate unpredictably; the trend of gathering forces and strategic competition between major countries is increasing; economic growth is slowing down. Domestically, difficulties and challenges outweigh opportunities and advantages; natural disasters and extreme and unusual weather pose many challenges and great pressure on the direction and management of socio-economic development.
The Government and the Prime Minister request Ministers, Heads of ministerial-level agencies, Government agencies, and Chairmen of People's Committees of provinces and centrally-run cities to thoroughly grasp and synchronously, resolutely, and effectively implement tasks and solutions for socio-economic development according to the Conclusions of the Central Committee, the Politburo, key leaders, Resolutions of the National Assembly, the Government, and directions of the Prime Minister;
High determination, great effort, drastic action, proactively advise, propose and handle work within authority; carefully review tasks in September and the fourth quarter of 2025 to focus on directing and organizing effective implementation;
Make the most of opportunities and advantages, quickly remove difficulties and obstacles that arise, strive to overcome challenges to perform best, strive to achieve and exceed the goals and targets of the year, create momentum, force and position for double-digit economic growth in 2026 and the 2026 - 2030 period.
Ministries, agencies and localities, according to their assigned functions, tasks and powers, focus resources, prepare carefully and thoroughly, and ensure the progress and quality of draft laws, resolutions and contents to be submitted to the 13th Central Conference of the 13th tenure and the 10th Session of the 15th National Assembly (October 2025).
Urgently develop and complete for the Government and Prime Minister to promulgate decrees, resolutions of the Government, and decisions of the Prime Minister detailing and guiding the implementation of laws and resolutions of the National Assembly;
Promptly issue detailed regulations and implementation instructions within authority, ensuring quality and progress according to regulations, avoiding legal gaps; fully implement the supervisory recommendations of the Nationalities Council and the National Assembly Committees.
At the same time, immediately implement tasks and solutions according to the direction of the Prime Minister in Official Dispatch No. 144/CD-TTg dated August 23, 2025, focusing on cutting and simplifying administrative procedures and business conditions, implementing administrative procedures smoothly and effectively when implementing 2-level local government. Complete the construction and operation of national databases and specialized databases that meet the requirements of "correct, sufficient, clean, and live" data and deploy online public services throughout.
Ministers and heads of ministerial-level agencies directly direct and are responsible to the Government, the Prime Minister and the law for the work of building and perfecting institutions and laws;
Closely coordinate with National Assembly agencies and relevant agencies in the process of drafting and completing draft laws and resolutions to be submitted to the National Assembly for consideration and approval at the 10th Session;
Proactively review and handle difficulties and obstacles caused by legal regulations according to Resolution No. 206/2025/QH15 of the National Assembly on special mechanisms for handling difficulties and obstacles caused by legal regulations and Notice No. 08-TB/BCĐTW dated August 8, 2025 of the Central Steering Committee on perfecting institutions and laws; ensure strict implementation of Resolution No. 66-NQ/TW of the Politburo and the conclusion of the General Secretary, in 2025, basically complete the removal of "bottlenecks" caused by legal regulations.
