According to Mr. Cang, on September 15, the Department of Natural Resources and Environment of Phu Tan District received a report from JIC Vietnam Company about a leak in the company's tank containing about 3 tons of H2SO4 acid, causing acid to flow outside. The company requested the Department of Natural Resources and Environment of the district to consider instructing the company on how to handle the situation to avoid environmental impacts. The Department of Natural Resources and Environment of Phu Tan District urgently reported to the leaders of Phu Tan District and specialized departments and agencies of An Giang Province to support and handle the above incident.

Immediately afterwards, the Department of Natural Resources and Environment of An Giang Province, the People's Committee of Phu Tan District, the Department of Industry and Trade of An Giang Province, the Fire Prevention and Rescue Police Department, and the An Giang Provincial Police arrived at the scene to survey and fix the problem. Through inspection, the authorities recorded that more than 2.8 tons of H2SO4 acid had escaped, and about 500 kg of acid contained in the plastic barrel was recovered.

The cause of the acid leak was determined to be a crack in the acid testing pipe in the tank. The outside valve of the acid tank was open, causing acid to spill into the backup wastewater treatment tank area.

The authorities also requested JIC Vietnam Company to inspect and replace chemical pipelines to ensure safety according to regulations; build dikes and fences to cover the chemical storage area; reinforce the foundation to ensure chemical leakage and leakage; the chemical storage tank area must have a capacity greater than the total amount of chemicals stored in the two acid tanks. The deadline for implementation is no later than October 10, 2023.
