When will the planning of the intersection connecting to the highway be added?

In addition to the planned locations, to meet the socio -economic development needs of the locality, the 2024 Road Law allows localities to add to the planning intersection locations with expressways.

In order to promote the effectiveness of investment in the North-South expressway through the area, recently many localities have proposed that the Ministry of Transport invest in additional intersections with this expressway.

The North-South Eastern Expressway passing through Thanh Hoa province is over 98km long, divided into 3 component projects: Mai Son - National Highway 45; National Highway 45 - Nghi Son and Nghi Son - Dien Chau.

In early December, Thanh Hoa province proposed the Ministry of Transport to consider adding an intersection to the National Highway 45 - Nghi Son project, at Km 364+445 (section passing through Yen My commune, Nong Cong district).

"Early investment implementation will ensure synchronous connectivity, contributing to the complete construction of Nghi Son Economic Zone, socio-economic development of the South Thanh Hoa - North Nghe An region and Thanh Hoa province, promoting the exploitation efficiency of the North - South expressway in the East", said the People's Committee of Thanh Hoa province.

Similarly, the North-South Expressway has been invested and is going through Quang Ngai province, about 90km long. According to the plan, along the route there are 7 intersections connecting with national highways and provincial roads, the distance between intersections is about 20-30km.

This province proposed to add Tinh Tho intersection at Km120+950. According to the People's Committee of Quang Ngai province, the investment in this intersection is to comply with the overall adjustment project of the Dung Quat Economic Zone Master Plan until 2045 approved by the Prime Minister in 2023.

This invested intersection will connect Tinh Phong - Binh Chau route connecting the service and tourism center of Dong Nam Dung Quat Urban Area and Tinh Phong Urban Area.

The addition, to be implemented in the coming time, is suitable to promote socio-economic development, circulation of goods, especially connecting with the expanding VSIP industrial service urban area.

According to statistics of the Ministry of Transport, the results of synthesis and review show that, out of 158 proposals from 54 localities, there are 67 proposals related to intersections, 91 proposals related to connecting routes. These are divided into 3 groups: Group of connection proposals that are preparing for investment or are under construction; Group 2 is proposals for intersections and connecting routes that need to be prioritized for early investment to create conditions to promote local socio-economic development, improve the investment efficiency of expressways; Group 3 is connection proposals that are considered and researched for investment in the next phase.

Mr. Le Hong Diep, Head of Traffic Organization Management Department, Vietnam Road Administration, said that in addition to the planned locations, to meet the socio-economic development needs of the locality, the 2024 Road Law allows localities to add intersection locations to the planning.

For example, the North-South expressway in a certain province A has a planning area. After a period of operation, if the province wants to invest in more intersections, it must readjust the province's planning.

The connection distance must comply with the regulations in the National Highway Standards. After that, the Ministry of Transport and the Provincial People's Committee approve the connection point to the road under their management.
