According to the investigation records, on May 14, the Anti-Smuggling Team ( Economic Police Department of Hanoi City Police) coordinated with Market Management Team No. 1 (Market Management Department of Hanoi City) to inspect compliance with the law in the production and trading of goods and services of Tuyet Ky rice store (at 248 Xuan Dinh, Xuan Dinh Ward, Bac Tu Liem District), owned by Pham Thi Anh Tuyet.
Through inspection, the authorities discovered and seized 875kg of ST25 rice branded Ong Cua (a specialty of Soc Trang province), fake ST25 rice branded Ong Cua Rice packaged and distributed on the market by private enterprise Ho Quang Tri (in Soc Trang province).

At the investigation agency, Pham Thi Anh Tuyet stated that seeing that consumers preferred ST25 rice under the Ong Cua brand, which is the best rice in the world , she discussed with Nguyen Thi Binh (owner of Tam Binh rice shop, in Hoai Duc district, Hanoi) to use cheap rice and put it in fake packaging to make it ST25 rice under the Ong Cua brand, on the packaging also stated the origin produced by the private enterprise Ho Quang Tri to sell to the market.
ST25 rice packaging of Ong Cua Rice brand was purchased by Nguyen Thi Binh from 2 packaging traders in Duc Giang commune, Hoai Duc district.
The subjects do not hoard, only when customers order in large quantities do they order rice and packaging.

Conducting urgent searches of locations, the Investigation Police Agency seized nearly 6 tons of rice used for consumption, packaged into Ong Cua brand ST25 rice; seized more than 38,000 packages of various types, along with heat sealing machines, bag sewing machines, weighing scales, etc.
Up to now, the Investigation Police Agency of Hanoi City Police has issued a decision to prosecute the case, prosecuting 4 defendants for the act of "Production and trading of counterfeit food and foodstuffs", including: Pham Thi Anh Tuyet (born in 1969, residing in Xuan Dinh ward, Bac Tu Liem district, Hanoi); Nguyen Thi Binh (born in 1973, residing in Duc Giang commune, Hoai Duc district, Hanoi); Le Thi Nhan (born in 1972, residing in Luu Xa village, Duc Giang, Hoai Duc district); Vu Thi Bich Ngoc (born in 1980, packaging business in Duc Giang commune, Hoai Duc district, Hanoi).

Preliminary estimates indicate that as of the date of arrest, the total amount of fake ST25 Ong Cua rice sold by Pham Thi Anh Tuyet and Nguyen Thi Binh to the market was 17.3 tons. The rice was sold at double the price to make a profit. So far, the investigation agency has determined that the subjects have illegally earned hundreds of millions of dong.
