
According to the announcement of the People's Committee of Ba Ria - Vung Tau province (old), two fishing boats with registration numbers BV-93169-TS and BV-93269-TS, owned by Le Van Hoi (born in 1976, residing in Long Hai commune, Ho Chi Minh City), were illegally exploiting aquatic resources in foreign waters. On May 12, 2025, BV-93269-TS and 11 crew members were chased and arrested by foreign authorities.
On July 10, 2025, the Ho Chi Minh City Border Guard Command received and verified the crime report and coordinated with the Ho Chi Minh City People's Procuracy and the Investigation Security Department (PA09) of Ho Chi Minh City Police to investigate the case.
The results showed that Le Van Hoi, owner and captain of BV-93269-TS and Le Van Au (born in 1982, residing in Long Hai commune), captain of BV-93169-TS, took the fishing boat and crew to foreign waters to illegally exploit, showing signs of committing the crime of "Organizing illegal exit for others".
Based on collected documents and evidence, on October 23, 2025, the Ho Chi Minh City Border Guard Command issued a decision to prosecute the case and transfer the file to the Security Investigation Agency (PA09) for further processing.
On October 29, 2025, the Investigation Security Agency coordinated with the Ho Chi Minh City Border Guard to issue a decision to prosecute, temporarily detain Le Van Hoi and apply a ban on leaving the place of residence for Le Van Au.
Currently, the case is being further investigated and handled by the Investigation Security Agency (PA09) of Ho Chi Minh City Police according to the law.
