This move by the leaders of Dong Ha City People's Committee shows that some agencies and units in the city have shown signs of working "at a standstill", waiting for the organization to be reorganized. And in fact, as the document clearly states, some specialized units have not been proactive in checking and reviewing their tasks; have not promptly proactively advised the City People's Committee according to their assigned functions and tasks.

The government apparatus is established based on the principle of dividing functions and tasks for each agency and specialized unit. These agencies and units will be indispensable links in the operation of the apparatus. And this apparatus only operates smoothly and rhythmically when all links operate properly and at full capacity. If just one link is "out of sync", the entire operation chain will be halted.

The government apparatus operates to manage, serve the people and develop the socio -economy , so even a short-term stagnation of a part will affect the quality of service, affect the overall development of society and more seriously, it will distort the image of the government to the people.

The upcoming dissolution of the district government and the merger of the province may be the reason many people use to explain the above irresponsible working attitude. This attitude is not the first time appearing in our province's government apparatus. In mid-March 2025, when information about the merger of communes, the merger of provinces, and the lack of district-level organization was announced, some cadres, civil servants, and public employees working in the provincial government apparatus also had a wavering mentality.

At that time, Mr. Ha Sy Dong, Acting Chairman of the Provincial People's Committee, also issued a document requesting civil servants to maintain discipline, administrative discipline and improve the effectiveness of public service. The content of this document also clearly stated that recently, before the information about the merger of communes, the merger of provinces, and the lack of district-level organization, some cadres, civil servants and public employees had wavering mentality, affecting discipline, administrative discipline and the effectiveness of public service.

At the same time, the provincial leaders requested that compliance with discipline, readiness to implement the policies of the Party and State, as well as the sense of responsibility and fighting spirit of cadres and party members (especially the leading party members) in performing their duties at this difficult time be considered a very important criterion in screening and selecting cadres, civil servants and public employees to be assigned to the new apparatus. Because this negatively affects discipline, administrative discipline and the quality of public service performance.

Merging provinces and cities is a revolution to streamline the apparatus, but it is also an opportunity to select suitable, competent and responsible officials regardless of the circumstances. Irresponsible people who work half-heartedly while still receiving full salaries from the people's taxes do not deserve a position in the new apparatus.

To be fair, it is understandable that information about the merger of provinces, districts and cities makes many officials and civil servants worried, distracted, and affects their working mood. However, social life must continue every day. The health sector must still operate because there are always sick people. Theeducation sector cannot stop when hundreds of thousands of students are still going to class every day. Projects and key works serving economic and social development must still be built. Administrative procedures such as applying for land use right certificates, birth certificates, and death certificates must still be issued on time. Or even a market in a corner of the countryside cannot close because it must serve meals for hundreds of households every day...

When all the essential activities of society still have to take place, the administrative apparatus still has to operate, even operate at a higher intensity to serve the needs of the people. Because that is the responsibility. This is also the time for local leaders and heads of organizations to clearly demonstrate their leadership role, by doing a good job of ideological work, propaganda, and mobilization to stabilize the psychology of the cadres and civil servants under their management.

In the current situation, Party committees, authorities, agencies, units and localities need to pay attention to implementing well the contents, such as: thoroughly understanding, educating and disseminating the Party and State's policies and guidelines on streamlining the apparatus for all cadres and Party members. Thoroughly understand the causes, from there remind, rectify and motivate to raise awareness, redefine the working attitude for human resources who show signs of neglecting their duties and working half-heartedly. There must be strong measures from the organization against those who, despite being reminded, continue to show irresponsible working attitudes, because this is the subject that needs to be eliminated to move towards the goal of streamlining the apparatus.

When participating in the government apparatus, each cadre, civil servant or public employee is assigned a certain task. Responsibility always comes with benefits. When cadres do not fulfill their responsibilities, they cannot claim benefits. Therefore, there is no reason to justify the "half-hearted" attitude of working as has happened in the past.
