On March 25th, in Hanoi , the Standing Committee of the Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena (the Steering Committee) held a meeting to discuss and provide feedback on the results of implementing the conclusions of General Secretary To Lam since the 27th session of the Steering Committee.
The focus is on: the results of reviewing projects that are behind schedule, prolonged, inefficient, and causing significant losses and waste; the results of directing the handling of some cases and incidents according to the conclusions of the Steering Committee and its Standing Committee; the results of directing the handling of limitations, obstacles, and inadequacies in the work of asset appraisal and valuation and the recovery of assets related to cases and incidents under the supervision and direction of the Steering Committee; and the results of reviewing the Party's guidelines and policies on preventing and combating corruption, waste, and negative phenomena issued since the beginning of the 13th Party Congress term that have not yet been institutionalized.
Better meeting the requirements of Party building and socio-economic development.
At the meeting, the Standing Committee of the Steering Committee assessed that Party committees, Party organizations, and functional agencies at all levels have made many efforts, coordinated closely, and seriously and effectively implemented the Conclusion of the General Secretary and Head of the Steering Committee.
The fight against corruption, waste, and negative practices continues to be implemented decisively and systematically, without any forbidden areas or exceptions, and is increasingly meeting the requirements of Party building and the socio-economic development of the country.
Since the 27th session, prosecuting agencies nationwide have initiated investigations into 1,132 cases involving 2,188 defendants, prosecuted 1,201 cases involving 2,373 defendants, and conducted first-instance trials in 756 cases involving 1,672 defendants for corruption, economic, and official misconduct offenses.
Regarding cases and incidents under the supervision and direction of the Steering Committee, 1 new case was initiated; 25 additional defendants were charged in 7 cases; investigations were concluded in 3 cases/76 defendants; supplementary investigations were concluded in 1 case/7 defendants; indictments were issued in 4 cases/46 defendants; 3 cases/40 defendants were tried at the first instance; and 3 cases/149 defendants were tried at the appellate level.
In particular, the investigation into the case at Phuc Son Group has been concluded; indictments have been issued for cases at Vietnam Electricity Group, Vietnam Tea Corporation, and Thai Duong Group; and the first-instance and appellate trials of several key cases have been completed in accordance with the Steering Committee's plan, including: the case at the Saigon - Dai Ninh Project (Lam Dong); the case at the Phan Thiet coastal tourism urban area project, Phu Thuy ward, Phan Thiet city, Binh Thuan province; the case at the Vietnam Register and related units; and the case at the Vietnam Computer Emergency Response Center (VNCERT), Ministry of Information and Communications.
The Central Inspection Commission, Party committees, and inspection commissions at all levels have completed the inspection and strictly handled Party organizations, cadres, and Party members who violated regulations related to the cases and incidents that occurred at AIC Company, Phuc Son Group, and Thuan An, in accordance with the conclusions of the Steering Committee.
Through inspections, disciplinary action was taken against 381 Party organizations and 819 Party members; including 57 officials under the management of the Central Committee.
Since the beginning of 2025, the Politburo, the Secretariat, and the Central Inspection Committee have disciplined four officials under central management. The Government and the Prime Minister have focused on leading and directing ministries, sectors, and localities to review and address long-standing projects and works that pose a risk of loss and waste.
1,315 public investment projects, non-budgetary investment projects, and PPP projects facing difficulties and obstacles have been reviewed, categorized, and processed.
Urgently direct the inspection and resolution of difficulties and obstacles related to the investment project for the construction of the second facility of Bach Mai Hospital and the second facility of Viet Duc Friendship Hospital, striving to put them into use in 2025 as per the conclusion of the General Secretary and Head of the Steering Committee.
Directing the resolution of difficulties and obstacles, and ensuring the early commissioning and use of the project to address tidal flooding in Ho Chi Minh City and other renewable energy projects that have been built but not yet connected to the grid and put into operation.
Some localities have proactively brought certain cases of wastefulness under the purview of the Provincial Steering Committee for the Prevention and Control of Corruption, Waste, and Negative Practices for monitoring and direction, in order to focus on resolving them completely.
The investigative agencies of the Ministry of Public Security and local police forces have initiated investigations into several cases of wastefulness, following the principle of "handling one case to warn the entire region and sector." Examples include the case of "Receiving bribes; Violating bidding regulations causing serious consequences" at the Ministry of Agriculture and Rural Development, Hoang Dan Company Limited, and related units; and the case of "Violating regulations on the management and use of state assets causing losses and wastefulness" at the Vietnam Cement Corporation (VICEM) and related units…
Authorities have proactively coordinated to resolve difficulties and obstacles in the work of appraising and valuing assets, and recovering assets obtained through corruption.
Regarding cases and incidents under the supervision and direction of the Steering Committee, since the 27th session, the relevant agencies have completed 12 conclusions on expert assessments and valuations; civil enforcement agencies have recovered over 6,000 billion VND, bringing the total amount recovered since the establishment of the Steering Committee to 102,040 billion VND.
Party committees and organizations have paid attention to leading and directing the review, amendment, supplementation, and improvement of the Party's institutions and State laws, focusing on institutions and laws related to the organization and operation of agencies after restructuring and streamlining.
Reviewing and addressing shortcomings and inadequacies, removing many institutional bottlenecks and obstacles, creating momentum for innovation, socio-economic development, and improving the effectiveness of combating corruption, waste, and negative practices.
Since the beginning of the 13th National Congress of the Party, the Central Committee, the Politburo, and the Secretariat have issued more than 170 documents on Party building, the political system, and the fight against corruption, waste, and negative phenomena.
The National Assembly and the Government have enacted 69 laws and ordinances, and more than 800 resolutions and decrees on socio-economic management and the prevention of corruption, waste, and negative practices.
The priority is to recover as many assets as possible for the state.
At the meeting, the Standing Committee of the Steering Committee emphasized that in the coming period, the Party and the State are simultaneously implementing many important revolutionary policies and decisions to develop the country.
The fight against corruption, waste, and negative practices must closely adhere to and effectively serve the country's political objectives; continue to implement comprehensively and decisively solutions to prevent, detect, and handle corruption, waste, and negative practices, without any forbidden areas or exceptions, and must be linked to socio-economic development goals, ensuring the highest national and ethnic interests; prioritize the maximum recovery of assets for the state, and handle cases through economic, civil, and administrative means, with criminal prosecution being the last resort.
Delivering a directive speech at the meeting, emphasizing several key tasks for the coming period, General Secretary To Lam requested a strengthening of the fight against corruption, waste, and negative phenomena, linked with completing the restructuring and streamlining of the organizational apparatus and administrative units at all levels of the political system; resolutely preventing corruption, waste, and negative phenomena from occurring.
Party committees and leaders at all levels must provide strict leadership and guidance, strengthen inspection and supervision, and absolutely prevent any instances of "lobbying," "group interests," corruption, waste, or negative practices in personnel work and in the allocation and use of public offices and assets of agencies, units, and localities when implementing organizational restructuring and administrative unit reorganization; rectify the mentality of waiting and delaying the resolution of issues, causing bottlenecks and wasting the time, effort, and money of the State, people, and businesses.
The Party Committee of the Government directs the urgent completion of a comprehensive review of public assets of agencies, units, and localities nationwide to develop plans for management, allocation, and utilization after the reorganization and streamlining of the organizational structure and administrative units at all levels, ensuring efficiency, proper purpose, and preventing loss, waste, corruption, and negative practices.
Complete the process of handling public land and property that is unused, underutilized, or used for the wrong purpose by 2025.
The General Secretary proposed focusing on inspecting, investigating, and decisively handling cases and incidents of corruption, waste, and negative practices related to personnel for Party congresses at all levels and the 14th National Congress of the Party.
In particular, investigate and resolve all cases and incidents related to Thuan An Group, AIC Company, Xuyen Viet Oil Company (phase 2), Nha Trang airport project, etc.
The goal is to complete the investigation, prosecution, and trial of 21 cases and the verification and handling of 5 incidents by the end of 2025, as per the Steering Committee's plan.
The General Secretary emphasized the need for more significant changes in the fight against waste, especially focusing on decisively addressing projects that are behind schedule, stalled, prolonged, inefficient, and causing large losses and waste, thereby contributing to the effective mobilization and utilization of resources to serve the goal of economic growth exceeding 8% in 2025 and double-digit growth in subsequent years.
The government, ministries, sectors, and localities should continue to conduct thorough reviews; clarify the causes of delays and prolonged backlogs; propose solutions and clearly define the authority to handle each project, avoiding shirking responsibility, and ensure that projects are put into operation and use as soon as possible, completing the solutions before June 30, 2025.
Issue the inspection report (before March 31, 2025) and direct the removal of difficulties and obstacles, bringing the second facility of Bach Mai Hospital and the second facility of Viet Duc Friendship Hospital in Ha Nam province into operation before December 31, 2025.
Focus on removing obstacles and difficulties, and promptly bring into operation and use renewable energy projects and projects to address tidal flooding in Ho Chi Minh City.
Conduct thematic inspections and audits in several localities with numerous projects and works using state budget funds that have been stalled for a long time and pose a high risk of loss and waste; complete thematic inspections on preventing waste in the management and use of land and property managed by state agencies, organizations, and enterprises in 2025.
The General Secretary requested a review of the work on combating corruption, waste, and negative phenomena during the 13th Party Congress term, and the supplementation and improvement of the implementation direction for the 14th Party Congress term.
First and foremost, it is urgent to complete the review and, by 2025, fully institutionalize the Party's guidelines and policies on combating corruption, waste, and negative phenomena as mentioned at the 13th Party Congress.
The General Secretary emphasized the continued implementation of comprehensive solutions to prevent corruption, waste, and negative practices. The focus is on promoting comprehensive digital transformation in accordance with Resolution 57 of the Politburo.
Strongly reforming administrative procedures based on digital transformation and the application of artificial intelligence (AI), innovating governance and management methods, enhancing transparency, accountability, minimizing contact, and completely eradicating harassment and inconvenience for citizens and businesses, while simultaneously reducing compliance costs and improving labor productivity.
Promote cashless payments to effectively control assets and income. Implement thoroughly and substantively the tasks and solutions on education in thrift, integrity, honesty, and impartiality; foster a culture of integrity, free from corruption, waste, and negativity, making it a voluntary and conscious practice, "as essential as food, water, and clothing" for cadres, Party members, and the people.
The General Secretary suggested doing a good job of disseminating information and creating social consensus on the fight against corruption, waste, and negative practices, linking it to the goals of national development.
Propaganda work needs to be diverse and in-depth to change perceptions, warn against violations, and encourage the participation of officials, Party members, and the people in preventing and combating corruption, waste, and negative phenomena; at the same time, strengthen the struggle against and refutation of false and hostile views and arguments that exploit the fight against corruption, waste, and negative phenomena to cause internal divisions and undermine the Party and the State, especially during the period of organizing Party congresses at all levels leading up to the 14th National Congress of the Party.
Also at this meeting, the Standing Committee of the Steering Committee agreed to include several cases and incidents showing signs of wastefulness under the Steering Committee's monitoring and direction, including: the case of "Violation of regulations on the management and use of State assets causing loss and waste" related to irregularities at the Central Operations and Trade Transaction Building Project of Vietnam Cement Corporation (VCEM); the Hoi Xuan Hydropower Project in Thanh Hoa province; the Ministry of Foreign Affairs headquarters construction project; and Sub-project 2 (Lim - Pha Lai), part of the Yen Vien - Pha Lai - Ha Long - Cai Lan railway line project.
