BHG - The implementation of steps to merge the administrative units of Ha Giang and Tuyen Quang provinces is being carried out urgently and seriously by the authorities and the Steering Committees of the two provinces. In addition to carrying out this important task, our province also requires all levels and sectors not to interrupt work, affecting development targets.

Since the Central Government's policy on merging the administrative units of the two provinces of Ha Giang and Tuyen Quang has been issued, the Steering Committee for the merger of the two provinces, the Steering Committee's support teams, and specialized agencies have actively implemented necessary tasks. According to preliminary statistics from the authorities, up to now, most agencies and units under the People's Committees of Ha Giang and Tuyen Quang provinces have proactively coordinated, discussed, and agreed on plans to merge the organizational apparatus; plans to arrange and arrange cadres, civil servants, public employees (CBCCVC), workers, working equipment, and vehicles of agencies and units to serve the merger.

Based on the work and proposals of agencies and units, based on the actual situation of task implementation and facilities, it was initially determined that 937/2,071 (accounting for 45.24%) of civil servants, public employees and workers will be transferred to work in Tuyen Quang. With the goal of merging without interruption, without affecting all activities of people and businesses, promptly resolving some necessary and arising tasks, our province arranged about 1,134/2,071 people (accounting for 54.75%) to stay and continue to perform tasks in Ha Giang province. Of which, 11/19 agencies and units have over 50% of their employees working in Ha Giang (of the 11 agencies and units, there are 3 units that, due to the special nature of their work, will arrange 100% of their staff and workers to work in Ha Giang).

For cadres and employees of the provincial Party and mass organizations, 218 people are expected to work in Tuyen Quang, 129 people are expected to work in Ha Giang. The provincial Fatherland Front and socio-political organizations are expected to work in Tuyen Quang, 110 people are expected to work in Tuyen Quang, 28 people are expected to work in Ha Giang. The provincial police are expected to work in Tuyen Quang, 171 people are expected to work in Tuyen Quang, 2,496 people are expected to stay in Ha Giang. The central agencies located in the province are expected to work in Tuyen Quang, 91 people are expected to work in Ha Giang, 574 people are expected to work in Ha Giang. The association organizations are expected to work in Tuyen Quang, 7 people are expected to work in Ha Giang, 81 people are expected to stay in Ha Giang.

The arrangement of forces to stay in Ha Giang is extremely necessary, both to not leave the area vacant and to continue the work being done. Like other agencies, Ha Giang Newspaper is one of the units merging with Tuyen Quang Newspaper. Due to the nature of the work, in order to ensure timely and continuous propaganda work, effectively reflecting the voice of the people to the Party Committee and the government, and conveying the policies of the Party and the State to the people, Ha Giang Newspaper and Tuyen Quang Newspaper have proactively worked. Based on practical requirements, after the merger of the province and the merger of the two Party newspaper agencies, it is expected to arrange a reasonable number of reporters and technicians of Ha Giang Newspaper to stay in Ha Giang to perform professional tasks. Because, when merging the two provinces, the area of ​​operation is very large, moving from the political - administrative center in Tuyen Quang province to the current areas of Ha Giang province takes a lot of time, the transportation system is not really convenient, so when reporters and technicians stay in Ha Giang, they will continue to meet the requirements and propaganda tasks of the Provincial Party Committee.

Along with implementing the steps to merge administrative units, the socio-economic development targets and tasks in our province still need to be implemented. In particular, this year, the economic growth target of 8% poses many challenges, requiring the determination of the entire political system to complete. Because, according to the analysis of specialized agencies, to achieve the economic growth target, the total product (GRDP) in the province must reach 19,154.74 billion VND. Of which, the agriculture - forestry and fishery sector reached 5,431.01 billion VND, up 5.5%; the industry - basic construction sector is estimated at 4,497.73 billion VND, up 9%; Service sector 8,230.78 billion VND, up 9.5%... Regarding this issue, recently in a meeting to listen to reports on the progress of arranging the organization, personnel, and offices of agencies and units when merging provinces, Chairman of the Provincial People's Committee Phan Huy Ngoc requested not to interrupt or affect the implementation of key targets and tasks.

With the timely and flexible direction of the Party Committee and the government; with synchronous solutions, the proactive and active participation of the entire political system... together with the cadres and workers who return to perform tasks in the new Tuyen Quang province, those who stay in Ha Giang will always unite and unanimously carry out the important task of maintaining the growth rate of the border land. All are determined to achieve a growth rate of 8% in the total product in the area (GRDP); an average GRDP per capita of 45 million/year; total social investment capital of 14,500 billion VND; state budget revenue in the area of ​​3,413 billion VND; attracting 3.5 million tourists; total value of imported and exported goods through the border gate of 500 million USD; credit growth of 6%...
