In the context of administrative units implementing the arrangement, reorganization and construction of a 2-level local government model. Departments, branches, sectors, People's Committees of districts, towns and cities are focusing on implementing a number of specific contents under the direction of the Provincial People's Committee to continuously and effectively implement the national target program on new rural construction for the period 2021-2025 (New Rural Construction Program).

Regarding the management and implementation of the New Rural Development Program according to the 2-level local government organization model (province - commune), the Chairman of the Provincial People's Committee assigned the Department of Finance to preside over and coordinate with the Department of Home Affairs and related departments, branches and sectors to advise the Provincial People's Committee to complete the Steering Committee for national target programs of the province for the period 2021-2025.

One of the notable adjustments is that the People's Committees of districts, towns and cities will terminate the operation of the National Target Program Steering Committee and the District-level New Rural Area Coordination Office. Tasks previously undertaken by the district level will be reassigned after receiving instructions from the competent authorities.

For communes that reorganize and rearrange the enjoyment of benefits and policies under the NTM program according to regulations, they will continue to be maintained as before the merger until the competent authority issues a document amending, supplementing, or replacing them, or until the end of the implementation period of the NTM program. In case the commune changes its name, the implementation of the policy will use the new administrative name but the benefits already enjoyed will remain the same.

The management and use of the central budget assigned to implement the new rural program for the period 2021-2025, in 2025 for the new rural program when reorganizing administrative units will be implemented according to the guidance of the Ministry of Finance . Regarding the allocation of central budget capital (career capital, development investment capital) to implement the program including capital transferred from previous years, the Department of Agriculture and Environment will coordinate with the Department of Finance and the People's Committees at the district level to proactively review and develop a plan to adjust and allocate central budget capital to advise the Provincial People's Committee to submit to the Provincial People's Council for decision, ensuring compliance with the 2-level local government organization model.

Tasks, projects, and public investment plans will be transferred and managed in accordance with relevant provisions of current laws and instructions of the Ministry of Finance. Public assets created from the NTM program will be managed and used in accordance with current laws.

In particular, the consideration and recognition of communes meeting the standards of new rural areas, advanced new rural areas, and model new rural areas in 2025 will continue to be carried out for communes that meet the requirements and conditions as prescribed, ensuring completion before the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units takes effect. The district-level People's Committee urgently guides the communes to complete the dossier and send it to the Department of Agriculture and Environment for appraisal. Temporarily stop receiving dossiers requesting the examination, consideration, and recognition of districts meeting new rural standards/completing the task of building new rural areas in the period of 2021-2025 from April 30, 2025 until there is a guiding document from the competent authority...

Accelerate the implementation of models and specialized programs

In 2025, continue to organize the implementation of pilot models in the construction of new rural areas, including the model "Nitrate treatment at Ngu Phung Water Plant - Phu Quy Water Supply Cluster" which is accelerating the completion progress. The model "Green route - clean canal - fields without waste, pesticide packaging" in Nam Chinh commune, Duc Linh District People's Committee is reviewing the procedures that have been implemented, transferring them to the Department of Agriculture and Environment to advise on the development of an adjustment plan, and submit it to the Provincial People's Committee for approval.

Regarding the “One Commune One Product” (OCOP) program, the Department of Agriculture and Environment will coordinate with relevant sectors to ensure the completion of classification and recognition of 4-star products (provincial level) before the provincial merger. The dossier requesting national product classification is also required to be completed and sent to the Ministry of Agriculture and Environment before May 30, 2025 (or July 30, 2025, depending on the case).

The district-level People's Committee is responsible for guiding the subjects to complete the registration of OCOP products, classifying them as 3 stars no later than May 31, 2025. Complete the assessment, classification and issuance of decisions to recognize 3-star OCOP products and request the provincial People's Committee to assess and recognize 4-star products before the date the competent authority decides to no longer have the district level. All relevant documents and data will be handed over to the provincial OCOP management unit after the district level is abolished.
